ASC0288 - Soft Market Test & Market Engagement Event - Home Care Service, Leicester

THIS IS NOT A CALL FOR COMPETITION Leicester City Council (the Authority) and the NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB) are recommissioning their Home Care Services, for the population of Leicester. It is anticipated, dependent upon this soft market testing and market engagement exercise, that Tenders for this project would be sought during late 2023 to enable new contracts to begin from 07/10/2024. As part of the commissioning process, the Authority is undertaking a soft market test and online market engagement event. Further to initial soft market testing, commissioners have proposed a potential model for this service going forward. This gives potential Tenderers and other stakeholders the opportunity to express their interests and feed in their views about the potential model and specification principles. The commissioners will use the information to appraise options and further develop the specification. This process does not constitute a formal Tender or other competitive bidding process and will not result in the letting of a Contract. The Authority is using this process solely to test the market to gather information and ascertain the level of interest in this. There are therefore no formal criteria which we will use to review responses and it is not our intention to provide any feedback. Lot 1: In addition to the II.1.4 Short Description, please note the following: Soft Market Test: To participate in this Soft Market Testing, organisations that may be interested must complete a Soft Market Testing questionnaire. The questionnaire can be found by copying and pasting the following web link into your web browser: https://procontract.due-north.com/Advert?advertId=34a7c3ad-d1ed-ed11-8122-005056b64545 This completed questionnaire must be returned electronically by email before or no later than 14:00 hours on 30/05/2023 to procurement-asc@leicester.gov.uk with the subject heading: ‘Completed SMT Q – Home Care’. Market Engagement Event: Further to this soft market test, the commissioners of this project are keen to hold an Online Market Engagement Event on Wednesday 31st May 2023, commencing at 10.00 am and is anticipated to end at 12.00 pm. The event will be conducted online via Microsoft Teams. To book a place at this event, please complete Question 11 of the Soft Market Testing Questionnaire as part of your completed questionnaire and return electronically by email before or no later than 14:00 hours on 30/05/2023 to procurement-asc@leicester.gov.uk with the subject heading: ‘Completed SMT Q – Home Care’. OR To book a place at this event without participating in the soft market testing, please complete the online market engagement event booking form and return electronically by email by no later than 14:00 hours on 30/05/2023 to procurement-asc@leicester.gov.uk. If you are unfamiliar with joining a Microsoft Teams meeting, guidance to assist will be provided to the meeting attendees via their email address provided when booking. A maximum of TWO places per organisation are available. Places are limited and will therefore be allocated on a first response basis. Upon receipt of your booking, if places are still available, your organisation's attendee(s) for the event listed in your completed response will receive joining instructions and the link to the meeting which will be sent to their email address provided. If, once your place at the event has been confirmed you are then unable to attend, please let the Authority know via email to procurement-asc@leicester.gov.uk so that your place can be allocated to somebody else on the reserve list.
