Summary of the work A functioning modular prototype, able to demonstrate full-functionality of the ‘end-to-end’ user journey, capable of functioning on mobile and desktop platforms and compatible with college platforms. This project will run 01/09/22-31/03/22 and engage real users and where appropriate wider partners to test, evaluate and optimise the prototype. Expected Contract Length approx 30 weeks (end date 31st March 2023) Latest start date Tuesday 6 September 2022 Budget Range £40 - £60k on the development and production of the SLKP phase prototype. Why the Work is Being Done The College of Policing exists to help policing protect people, by sharing knowledge and best practice, providing training and professional development, and supporting national recruitment. The Digital Intelligence and Investigation (DII) project has a number of work streams, one of which is the planned development of a user-interface. This is referred to as the ‘Skills, Learning and Knowledge Portal’ (SLKP). The portal aims to enhance the ability of law enforcement professionals to obtain information concerning potential career pathways including but not exclusively, professional development skills, recruitment, and learning and accreditation standards. This portal will allow queries, searches and signposting activities for users to identify development, knowledge, training and general information opportunities associated with the digital and cyber environment in law enforcement. Problem to Be Solved There is no single user interface that allows a user to obtain information relating to their digital career pathway (DCP). Existing skills frameworks are disparate and not held in a single format or location. We are seeking an experienced delivery partner who can provide an initial prototype that will articulate how an interface will respond to questions and interrogate data to provide answers to users seeking information on their DCP. The prototype should reflect the proposed functionality of the POC and demonstrate how an engaging and dynamic user experience can be developed and at what cost. The pilot outcome including the operating prototype will be presented to the College and DII project with subsequent consideration by the commissioning board for further funding. This will facilitate future development and implementation of the full solution. key deliverables by 7th March 2023 - Production/delivery of ‘SLKP’ pilot reflecting phase-one MVP - High-level and conceptual specification of technical product - Demonstrate user feedback and engagement in testing of the product. - Engage with end-user workshops to enable product testing and refinement. - Articulate a detailed costing framework for existing and future iterations/modules. - Allow for college feedback and amendments prior to 31st March 2023. Who Are the Users Policing and the College has a wide range of intended end users from within law enforcement including police officers as well as support staff at all ranks and levels who will require access to the user interface prototype. In addition, research has identified existing key databases and sources of information that would be accessed by the SLKP prototype and now detailed in the POC. These groups and levels were initially defined as: • Strategic leads (Gold) • Those with departmental or tactical responsibility (Silver) • The operational level– operating actively at the point of delivery (Bronze) The initial POC research enabled significant user engagement but this will need to be a continuous process in order to maximise the development of the prototype. Further engagement will therefore be needed with a broad profile of potential users of the portal – this will include policing and key partner stakeholders that will be selected by the DII project team. Work Already Done A written proof of concept (available to the sucessful bid) that details and visualises how a user interface could be built and accessed has been produced. We require a working prototype to test in a live environment which links to existing College of Policing programmes, databases and platforms. The interface, referred to as the Skills Learning and Knowledge Portal will enable access to information regarding learning, accreditation standards and professional development skills via a user focused product that poses and enables them to pose questions, contextualises their learning needs and helps determine their learning and career pathway options. Existing Team The internal project team currently consists of the Project Manager, Product Owners and Communications Team. They will frequently engage with other College of Policing stakeholders including Professional Development, Curriculum and IT leads. Current Phase Alpha Skills & Experience • Ability to commit a business analytical capability to inform the options and outcomes of the prototype • Experience of using agile delivery methodologies • Demonstrable accountability and experience of working within multi-agency team environments to deliver joint visions and products. • Experience of rapid delivery of digital products to ambitious deadlines, leading to operational solution delivery • Demonstrable experience of delivering engaging and dynamic user interfaces, • Demonstrable experience of running effective user workshops for gathering user requirements • Demonstrable experience of working to WGAC2.1AA Nice to Haves • Understanding and experience of the CoP, our internal culture and business processes • Experience of working with UK police forces and related organisations to refine and streamline operational processes using a business transformation approach Work Location The work can be performed from any location but will primarily be virtual via Teams unless there is a need for face-to-face meetings at the identified College sites or the supplier’s own premises. The supplier should be able to travel to key sites as and when necessary, complying at all times with COVID restrictions and directives. Working Arrangments Working virtually via Teams with a team who will fully integrate with the DII project team, sharing their knowledge and insight and able to work within an agile delivery process and practice. Microsoft compatible resources will be used with Teams the primary communication and document management software for the delivery of this project. Which supplier completed the discovery for this? You referred to timescales of approx 30 weeks. Would the College of Policing be willing to move quicker and deliver the prototype earlier or make any ‘testing period’ (without our continual involvement) longer? The requirement articulates a wider pilot within which the prototype would be developed, produced and user tested. The subsequent ITT would expect the supplier to articulate a scheme of work with timelines within the defined frames. It would be premature to agree to shortened scales without evaluating the content and parameters proposed but in any project dialogue and consultation would be welcome. 3. Are there any qualitative or quantitative measures (KPI’s) from which you plan to measure success? The key deliverables are articulated in the requirement – there is no reason that KPIs, along with milestones or other qualitative measures would not be welcome within the suppliers proposals provided they met the stated objectives and deliverables. 4. Are travel expenses to be included in the fixed price proposal? Yes all relevant expenses would be covered via the agreed funding articulated in the requirements. 5. Do you have an estimated timeframe for notifying the PQQ outcome and ITT down select by? Broad timescales (dates will be confirmed by procurement) from submission of interest close date of 22.7 would be shortlist phase of one week with ITT to selected suppliers out by around 29.7. Time for suppliers to submit ITT bids approx. two weeks (TBC allowing time entering summer period so this date MAY be extended) earliest close date 12.8. ITT evaluations over approx one week earliest date 19.8.22. These will still require ratification with procurement. Please note the planned start date in requirement.
