Tender description
The Local Supported Accommodation Framework is a contractual arrangement with supported accommodation services to provide accommodation and support for young people who are aged 16 and above. The Local Authority has a statutory duty to provide accommodation for young people who are looked after, and/or leaving care or homeless. The aim of the framework is to: • Develop the local market and invite new businesses into the city • Improve quality of provision via improved monitoring and quality assurance processes • Reduce utilising spot purchasing arrangements by introducing set framework rates and requesting a breakdown of costs as part of the tender questions The Local Supported Accommodation Framework will operate for a four-year period. This will be a flexible framework whereby new providers will have the opportunity to join the framework after 2 years. This will not only allow new providers to access the framework, but will also support the stability of the market and ensure that prices remain competitive and viable. This contract falls under the Public Contract Regulations 2015 Light Touch Regime (LTR) - Regulations 74 to 77. As such, the City Council will place an advert in Find a Tender Service (FTS), publish an award notice and comply with the principles of transparency and equal treatment. This is a reopening of the framework as specified under the original notice the contract value specified was a 4 year value and has 2 years remaining under this framework. Lot 1: Accommodation Type 1 - (Single Accommodation, Sole Occupancy, Individual Face to Face support hours, 24/7 on call phone service and Transitional Floating Support Hour) Single Accommodation, Sole Occupancy, Individual Face to Face support hours, 24/7 on call phone service and Transitional Floating Support Hour. Lot 2: Accommodation Type 2 Lot No (Shared 2 -3 Accommodation, Individual Face to Face support hours, 24/7 on call phone service and Transitional Support Hours) Lot 3: Accommodation Type 3 Shared 2 plus (waking night staff), Individual Face to Face support hours, daily on call phone service from 9:00am until 10:00pm x seven days, Waking night staff from 10:00pm till 6am x 7 days (unlimited support to residents with no additional charge to the City Council) Transitional Floating Support to be provided between 9:00 am and 8:00pm Monday to Friday and between 10:00am and 4:00pm Saturday and Sunday Lot 4: Accommodation type 4 (Shared 2 plus accommodation with (24/7 staff on site), Individual Face to Face support hours, Unlimited hours of general support where required through the day and night with no additional charge to the City Council, Transitional Floating Support to be provided between 9:00 am and 8:00pm Monday to Friday and between 10:00am and 4:00pm Saturday and Sunday.) Lot 5: Accommodation Type 5 UASC – Single Accommodation, Sole Occupancy. Face to Face support hours between 9:00 am and 8:00pm Monday to Friday and between 10:00am and 4:00pm Saturday and Sunday. 24/7 on call support For Young Person and Transitional Floating Support - between 9:00 am and 8:00pm Monday to Friday and between 10:00am and 4:00pm Saturday and Sunday.) Lot 6: Accommodation Type 6 UASC – 2-3 Sharing, Individual Face to Face hours between 9:00 am and 8:00pm, Monday to Friday and between 10:00am and 4:00pm Saturday and Sunday. 24/7 on call support for the Young Person and Transitional Floating Support to be provided between 9:00am and 8:00pm Monday to Friday and between 10:00am and 4:00pm Saturday and Sunday.)
