Summary of the work The Chief Data Architect to create the vision and then oversee development and delivery of our Azure infrastructure, plus architectural design of all associated applications and patterns that form our data processing environment. Who Speclialist Work With The individual will be working with senior leaders across LCC and the ICB in Leeds. In addition, there will be interaction with operate key programmes and initiatives in order to provide expert advice and guidance and to influence the direction for our data architecture. The individual will interact with suppliers and should be able to explain complex arrangements with technical staff. What Specialists Work On The Office of Data Analytics (ODA) for Leeds has several improvement projects as we seek to organise the service, transfer our data to Azure, and to automate priority dataflows. A Chief Data Architect is required to create the vision and then oversee development and delivery of our Azure infrastructure, plus architectural design of all associated applications and patterns that form our data processing environment. Specifically, there are 3 distinct projects/ activities: 1. Architectural design of Cloud Platforms in Azure Cloud. 2. Shaping product and service design. 3. Delivery of data governance products. Skills & Experience • Have significant experience at executive management level in an integration or similar technical environment • Have expert knowledge and experience of designing and implementing transactional integration and API functionality to deliver large, highly complex IT programmes • Have strong strategic leadership and vision • Be able to deliver architectural design of Cloud Platforms elements in Azure Cloud, including: data Ingestion, data storage, automation, BI and Reporting and database knowledge. • Oversee architectural design of Integration elements via: APIs, ETL and ELT, Batch, FAAS. • Hold experience in architectural design of elements of Visualisation such as Power BI, Tableau, ClickView. • Deliver architectural design for quality controls, security standards and information governance controls • Have extensive understanding of the practical implementation of IG, including data security requirements and legislation, in relation to handling data for analytical purposes • Hold knowledge of representing information on device agnostic channel (including web, Mobile Apps, Desktop Apps etc.) • Deliver architectural design of data models (including standards and interoperability) covering a range of data Nice to Haves • Apply knowledge of GDPR, data protection legislation, and its relevance to project delivery. • Apply orking knowledge of procurement, contract and supplier management. • Ensure longer term goal and objective oriented. Note that LCC operates a flexible/ hybrid working arrangement and the requirement to be present on site can be negotiated. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites. Security Clearance SC clearance is not essential but is preferred. Is there a current incumbent supplier? No. All 4 advertised/ published posts are new requirements that we have not been able to source up to this point. The intention is to ultimately fill the gaps through permanent recruitment, but the recruitment campaign is on hold at present. 2. With the struggle to find a permanent option for the 4 roles, would there be a chance for temp-to-perm after the initial 3 months? There is always an option, but we are governed by our recruitment and retention policy and this requires us to advertise all permanent roles in a fair and transparent way. It is feasible that, should we fail to recruit permanently through standard channels, we can open up options.It is also possible that permanent recruitment may not commence for a period of time, hence the suggestion that the period of contract could be extended. 3. Would LCC be willing to support the SC clearance process? We will support where we can and would be happy to accept a transfer.BPSS would also be fine.Note that a specialist without security clearance will not be scored lower at interview stage, but it would be good to have a plan in place to resolve this. 4. I can see that one of the data engineer adverts has been withdrawn. Is this correct? Yes, one of the roles has been filled through an alternative route, but it is not anticipated that any further roles will be filled outside of this framework.
