Tender description

Kildare County Council (KCC) have a requirement to provide a civic amenity facility in Celbridge in order to accommodate the waste infrastructure needs of the North Kildare region. KCC now wishes to explore, through a market sounding, options available within the waste management sector to deliver the CAC in conjunction with KCC. Responses received to this request for information will assist Kildare County Council to understand delivery mechanisms for the CAC and will inform the brief for the future public tender process. Waste management operators responding to this Request for Information are requested to provide a submission on the following specific items: 1. Feasibility for the Waste Management Sector to enter into agreement with KCC based on the following potential models: 1. Design Build Finance Operate (DBFO) concession contract and level of investment (by % of estimated capital construction costs) if a DBFO concession contract was selected as the preferred procurement model for the delivery of the CAC as a standalone project. 2. Management Concession Contract for an ‘operate only’ contract. Potential operators should provide an outline of the financial model under which a concession contract could be considered for this facility. 3. Any other operation models proposed by the waste management sector to successfully deliver the facility 2. Provide projections estimates of annual waste acceptance tonnages for an anticipated 15-year operating period commencing 2024, based on the site location and population of the catchment likely to avail of the facility when constructed. This should include: • Approximate breakdown of projected tonnage by waste streams • Details of expected annual growth rate over proposed operating period • Details on proposed and preferred pricing mechanism – by weight or by vehicle or both 3. Commentary on the approved site design and any modification to the internal site layout that could be considered, which would not materially impact on the approved Part 8 Pl
