<p>The council is starting a project that will focus on the use of e-cargo bikes that meet the EAPC regulations. The power assistance will help overcome hilly terrain as a barrier that is often identified to cycling in Luton. There will be two elements to the project, the first will focus on families, equipping them to replace some of their personal business vehicle trips with active travel.
