MN-CMS - Maternal & Newborn Clinical Management System Remote Hosting/Code Upgrade/ System expansion

MN-CMS, the Maternal & Newborn Clinical Management System is deployed across four Maternity hospitals/units in Ireland and supports 40% of births and NICU cots nationally. The major cyber-attack upon HSE IT systems (and services) on 14th May 2021 severely impacted the infrastructure upon which the Maternal & Newborn Clinical management System resides. Despite a successful recovery the attack has left the platform with an unacceptable level of instability. This notice is to cover the move to a remote hosted solution with the vendor. The transfer to a remote hosting model will restore the platform to the required level of stability. , Furthermore, an upgrade to the latest version of code will enable hospitals take advantage of enhanced functionality and strengthen the cyber security and stability of MN-CMS. The extension of MN-CMS to two further Maternity specialty hospitals will complete all four tertiary sites and increase the coverage nationally to circa 70% of the population. Lot 1: The HSE intends to extend the current contract in place with Cerner Ireland Limited, for a period of 7 years. The original contract is in place until September 2022 and has an option to extend for a further 18 months to February 2024. This award would extend the contract to 2029. During this 7 year plan the HSE will migrate to a remote hosted environment, upgrade the code base and deploy MN-CMS solution to a further 2 sites included in the original scope. The agreement with Cerner would take the form of a Contract Change Notice (CCN) that will detail the changes in the hosting arrangements and specifics regarding scope.
