***PRE MARKET ENGAGEMENT EXCERCISE *** NIPSO wishes to establish a contract with a supplier to develop, support and maintain a new website, www.nipso.org.uk/. This will be a modern, engaging, single-point website which provides a gateway for complainants to access information and guidance on submitting a complaint about a public body (NIPSO), a complaint about a councillor (NILGCS) and about the judicial appointments process (NIJAO). Key functions of the website: • Providing information and guidance on the complaints process for NIPSO, NILGCS and NIJAO. • Providing the opportunity to submit a complaint across NIPSO, NILGCS and NIJAO. • Access to annual reports, strategic/corporate plans and spending. • Promoting findings and recommendations from investigations (NIPSO) and outcomes following adjudications (NILGCS). • General news, job opportunities and contact details across each service area. There is also a requirement to develop learning management systems/portals. One for NIPSO to enable public bodies to upskill their staff on complaints handling via online modular sessions, and through virtual training sessions, and the other for NILGCS to upskill councillors on the Code of Conduct. The objectives of this exercise are to: • gain initial supplier awareness, engagement and opinion, • provide confidence around viability of concept; • gain insight to the market possibilities and potential innovative solutions; • understand risks and issues not previously considered; • inform the Outline Business Case; • inform the Procurement Strategy; and • prevent the department from advertising an unachievable project **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE MESSAGING FUNCTION on eTendersNI (under reference ID 3961496), BEFORE 3PM ON FRIDAY 11 FEBRUARY 2022**.
