RFT for the Provision of Broadcast Facilities for the Houses of the Oireachtas

Tender description

The Houses of the Oireachtas Commission, a body corporate, as established by statute (hereinafter referred to as “the Contracting Authority”) hereby invites tenders from interested parties for the provision of Broadcast Facilities for the Houses of the Oireachtas from a venue external to Leinster House. The Contracting Authority is responsible for the running of the Houses of the Oireachtas, or Irish Parliament (Dáil Éireann and Seanad Éireann), and the administration and management of the Houses of the Oireachtas Service (further information is available at www.oireachtas.ie). As the services in question fall within the categorisation of Title III, the Contracting Authority is free to choose any award procedure on condition that it observes the principles of equal treatment and transparency at all times. The Contracting Authority is therefore employing a Single Stage Tendering Procedure involving Negotiation in order to establish this framework. The procedure involves a number of stages: (a) submission of tenders by those responding to this competition; (b) confirmation that there are no exclusion grounds, that they meet the selection criteria and evaluation of those valid tenders against the award criteria; (c) invitation to tenderers that submitted a suitable tender to attend a negotiation meeting at which all aspects of the tender submitted may be discussed, including costs. (d) tenderers will be accorded an opportunity to submit a best and final offer, which will be assessed against the award criteria.
