Summary of the work Portfolio and Business resource management services to enable Navy Digital deliver a full spectrum of digital programmes and projects which deliver current and future information-based capabilities supporting Navy Command Information, MoD and HMG defence and national security outputs. Expected Contract Length 24 months with an option to extend by up to 25% either by duration, cost or both. Latest start date Thursday 1 December 2022 Budget Range It is estimated that the work can be delivered within the budget of £4.7M for a period of 24 months including all relevant T&S. The budget includes a fixed allocation of £20K for travel and subsistence. £4.7M Why the Work is Being Done Navy Command - Navy Digital requires a digital delivery focused Portfolio and Business Resource service to ensure that Navy Chief Digital and Information Officer (CDIO) is able to deliver the mandated operational and business enabling digital and information outputs in accordance with the Defence and Navy plan while also delivering digital transformation programmes and projects in accordance with Defence objectives. Problem to Be Solved Navy CDIO is responsible for delivering a wide range of C5ISR programmes and projects as well as supporting the Royal Navy's BAU digital and information activities including equipment programmes, operating budget and innovative digital solutions. This outcome must provide Navy CDIO with accurate and timely budget, cost forecasting, cost management and digital portfolio programme and project management information. Who Are the Users Navy Command - Navy Digital CDIO, executive management team, down through Navy Digital subject matter expertise desk officers and programme and project delivery staffs, and X-government organisations Existing Team Navy Digital team embraces a "Whole work force" approach and comprises of a mixture of RN/RM Service personnel, MoD Civilian and specialist contractors. This Outcome will be expected to integrate with, support and draw upon members of the Navy Digital team when delivering this service. Current Phase Discovery Skills & Experience • Experience managing Portfolio, Programme and Project costs and forecasting of complex naval/maritime ICT/C5ISR operating and capability areas that support both ongoing operations and future capability and resource delivery. • Demonstrate experience getting ICT/ C5ISR capability and service requirements through MoD and Cabinet Office approval process • Demonstrate experience managing digital programme and project approvals including business cases, financial appraisals, and submissions to senior boards for scrutiny. • Awareness of MoD delivery mechanisms, CCS digital frameworks, MoD enabling contracts and other routes to market and their use to deliver maritime Digital requirements in line with purchasing policy. • Experience of cost budgeting, forecasting, and planning for digital capabilities and resources in line with the Navy Centralised Financial Model. • Experience prioritising costs to support operations and deliver future capability requirements in line with MoD Outcome Delivery Plan and Navy Digital and Data Plan. • Experience preparing costed options, and narrative in support of the MoD Annual Budget Cycle. • Experience in invoice review, validation, and payment in line with MoD and National Audit office criteria. • Ability to understand, interpret and validate complex maritime CIS/C5ISR customer capability and resource needs in order to capture, define, and generate requirements. • Experience supporting and advising senior stakeholders in relation to establishing an approvals process and governance structures for the procurement of Digital capabilities and resource. • Experience delivering a Portfolio Management Office services in the defence environment for complex digital programmes. • Experience of data and administrative management of project control databases such as Project Online within MoD systems to support digital programme delivery. • Experience using Power BI to generate and maintain collated and coherent data generating business intelligence for use by the senior management. • Experience in establishing and implementing suitable frameworks and governance to enable digital programmes to align the standards within the MoD approvals and acquisition frameworks. • Demonstrate effective benefits identification and mapping in support of effective investment decision making in line with MOD’s Approach to Investment Decisions (MAID) using the 5-case model for Business Cases • Demonstrate effective benefits realisation planning, management and reporting in a UK Government environment to enable effective portfolio decision making alongside annual financial planning constraints. • Proven experience of implementing and managing a portfolio risk management service in a government environment and in line with JSP 892, providing focused reports to support portfolio-level governance. • Expertise in C5ISR data management of BAU activity within a Digital portfolio for analysis of RAIDO. • Demonstrate the delivery of training coaching and mentoring, to the customer, the use of Programme and Project management tools and processes in accordance with MoD Project Delivery Capability Framework. • Demonstrate experience of providing guidance and support on the implementation of Information Management policy at the departmental level. Nice to Haves • Experience generating resource requirement documentation and providing support and advice to specialists and subject matter experts on approval processes • Experience establishing and managing a resource delivery, spend tracking and forecasting process that meets MoD approval and delivery timescales. • Experienced in application of MoD and HMG standards for ICT, information security, digital design, delivery, compliance, and safety, including cyber and security risk assurance assessment activities. • Ability to understand complex digital and information-based issues and provide advice and guidance on resource and capability management to a multi-stakeholder community • Demonstrate an understanding of wider Government Departments/structures and awareness of maritime policy and departmental objectives. • Experience presenting budget options, documenting, and reporting financial risks associated with these options and articulating the impact upon Navy Digital outputs. • Experience assessing the affordability and feasibility of delivery of complex ICT/C5ISR requirements in a Maritime environment against the delegated budgets and forecast. • Experience managing telecommunications costs directly from suppliers and through MOD intermediaries including Defence Digital, for Mobile, fixed telecoms, data and SatCom services supporting UK and Global operations. • Demonstrate experience of data and administrative management of JIRA within MoD systems to support digital programme delivery. • Knowledge and experience using Power Automate to improve portfolio management and business processes within a MoD ICT system. • Experience supporting digital programmes within the Navy command operating model and capability management plans. • Staff hold a MoD Financial Skills, information management and project management qualifications. • Demonstrate experience utilising Agile and waterfall methodologies to support the correct application of these methodologies to ensure effective portfolio delivery. • Experience reviewing the functions and task of a portfolio management office and assessing its maturity in order to identify and deliver continuous improvement. • Demonstrate experience in developing and conducting tailored P3M maturity assessments and providing and supporting the implementation of focused improvement actions. Work Location Work is primarily based in NCHQ Whale Island, Portsmouth, HMNB Portsmouth, with the ability to remote work and some travel within the UK, all task dependent. Working Arrangments This service will be working in a team with stakeholders from within Navy Command, MoD, and other government departments to enable capability outcomes in support of MoD and HMG national security Security Clearance MoD approved SC is required at contract start for all personnel assigned to this service. Within the scope of the service demonstrate the ability to flex and respond to changing priorities and demands. (5) • i. Demonstrate experience delivering relevant services previously.
