- Review audit of Compliance with and Awareness of new Safety Management Systems Policies and Procedures in the EPA

Tender description

The EPA is seeking to engage a suitably qualified organisation to undertake a review audit of Compliance with and Awareness of new Safety Management Systems Policies and Procedures in the EPA. In 2013 the EPA established a Board Sub-Committee for Safety, Health and Welfare (BSC) providing top level leadership on these areas to the entire Agency. The BSC’s establishment provided a renewed impetus which resulted in significant growth and development of the Agency’s Safety Management System (SMS) up to 2015, particularly in the area of risk assessments, control measures and training. While these improvements were very welcome, the BSC recognised in 2015 that in order to continue the Agency’s good record with regard to Safety, Health and Welfare (SH&W) a more unified approach to its management was necessary and a need was identified to bring all the elements together in a more structured manner. This restructuring was intended to give additional effect to the BSC two guiding lights: • To continue to help staff and those involved in and affected by the EPA’s activities get home safely each evening. • To continue to develop and grow the EPA’s Safety Culture as measured by the Bradley Curve. In order to assist with this restructuring the Agency examined international best practise in SH&W and the international Safety Management System Standard Occupational Health and Safety Assessment Series 18001, (OHSAS 18001) was identified as a long-term target/’Gold Standard’ in managing SH&W. The EPA now wishes to undertake a review audit of Compliance with and Awareness of new Safety Management Systems Policies and Procedures in the EPA.
