As part of the Glasgow Transport Strategy (hereafter GTS) and City Centre Transformation Plan (hereafter CCTP), and as part of wider work by the Roads team in the Council, a new strategic approach to parking is being developed, this work shall:- Create a more strategic approach to the management and control of parking in the city, as part of a suite of demand management tools, to ultimately help deliver the sustainable travel hierarchy as per the National Transport Strategy in Scotland, whilst also ensuring the needs of residents and businesses are met. This commission therefore covers the production of a new Strategic Parking Plan for the city. Investigation into the potential of the Workplace Parking Licensing (hereafter WPL) powers introduced by the Transport (Scotland) Act 2019. Evidence gathering on pavement parking to inform any potential exemptions to the pavement parking prohibition under the same Act. Provide the Council further insight into parking behaviours as part of Liveable neighbourhoods work, and the City Centre Transformation Plan.
