Tender description

VOLUNTARY TRANSPARENCY NOTICE for Contract 705248451. A VTN has been issued on Find a Tender Service for CONTRACTOR LOGISTIC SUPPORT FOR THE PROVISION, MAINTENANCE, REPAIR AND POST DESIGN SERVICES FOR THE BELIZE TRAINING AREAS DIGITAL RADIO SYSTEM AT BRITISH ARMY TRAINING SUPPORT UNIT BELIZE (BATSUB). Defence Digital Networks Commercial - Strategic Services (Radios), part of the UK Ministry of Defence, intends to award a contract to Belize Communication & Security Ltd for the duration of 1 year (+ a 1 year option period) to for the procurement of a fully managed, end to end (leased) digitised radio communication system for the British Army Training Support Unit Belize (BATSUB), to include ongoing training of personnel; replacement, repair and technical management of the infrastructure equipment, software and hardware. The system will allow flexibility (multi users and groups), control, intelligent audio routing, robust, and interference free communications. The contract is estimated to be valued at £500,000 per annum (five hundred thousand pounds per annum). In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(b)(ii) of the PCR 2015 because competition is absent for technical reasons. It is essential for the requirement that the supplier be located in Belize in order to meet the required response times for repairs to equipment, which is critical to maintaining the health and safety of personnel undertaking military training exercises in country. Belize Communication and Security Ltd is the only supplier able to fulfil the requirement as it has the requisite resources, infrastructure and technical expertise required and due to its location and is the only supplier able to meet the timescales for this procurement.
