Tender description
A detailed techno-economic feasibility study has been completed into the development of a heat network for Walsall. This study identified several economically viable heat network scenarios that offered significant carbon reduction and wider socio-economic benefits for the area. It also showed that the scheme presents opportunities to catalyse other improvements including improvements and regeneration of areas and canal banks. The scheme is aiming to develop a heat network within the Walsall area, utilising a planned Energy from Waste (EfW) plant in Bloxwich as the preferred primary heat source. Following a successful feasibility study, a number of technically optimised and economically viable heat network scenarios have been identified, which WMCA now wishes to take forward to the Detailed Project Delivery (DPD) stage. WMCA has received funding from BEIS (Department for Business, Energy, and Industrial Strategy) via the Heat Network Delivery Unit (HNDU) to assist in taking the project to the DPD stage. This stage precedes the commercialisation of a preferred project option. The Scope of this Invitation to Tender (ITT) is to undertake all work required to secure approval to proceed with the development of a heat network through delivery of an Outline Business Case (OBC). It outlines technical, financial, commercial and legal requirements as per the Heat Networks Delivery Unit (HNDU) framework. An additional requirement of WMCA will also be to consider linkages to Smart Local Energy Systems and opportunities that could arise as the result of a successful DHN scheme. There is also a requirement in the study to design and deliver a de-steaming feasibility report. This report will evaluate the de-steaming requirements of a key off taker to enable it to migrate from its current steam heating system to the proposed DHN.
