Tender description

Transport for West Midlands (TfWM), part of the West Midlands Combined Authority (WMCA), provides free parking for public transport users at the majority of its 65 Park & Ride car parks, with charging regimes in place at five car parks covering three sites, across the West Midlands area. This tender is for the renewal of its arrangements with an independent car park enforcement operator to issue Parking Charge Notices (PCN’s) to any motorists that park inconsiderately and cause an obstruction and to manage and operate the charging regimes at Bromsgrove, Longbridge and Sutton Coldfield Park & Ride car parks. Offering safe and well managed car parks for TfWM customers is the driving force for TfWM to provide controlled parking management and enforcement. The WMCA’s current contract expires on 31/10/22. Enforcement Services at all car parks including Sutton Coldfield will operate on a call-off basis whereby the successful bidder will provide the Services only when and if required to do so by TfWM by way of a call-off procedure. In addition to the call-off procedure will be the management of a charging regime at Sutton Coldfield Park & Ride at which the successful bidder will provide the Services for a guaranteed period of six months (with the option to agree further service requirements for one month periods with prior written agreement). This tender is being evaluated on the basis of 40/60 quality/price and only those organisations that have responded satisfactorily to the questions in the Qualification Envelope will go on to have their tenders assessed. The contract is for a period of 26 months from 01/11/22 with an option to extend for up to an additional 2 years, on an annual basis, up to 31/12/26. The closing date for submissions is 1200 noon on Friday 30th September 2022 and for any clarification questions the deadline is 1200 noon on Monday 26th September 2022.
