Tender description

The Satellite Applications Catapult, working with the Buckinghamshire Local enterprise partnership (Bucks LEP) have invested in the development of a Drone test and development centre (DTDC) this dedicated facility comprises of a set of drone workshops and hangers, 350 metre of horizonal or vertical take off runway and four dedicated drone VTOL Drone pads, the facility is located on the Westcott Venture Park in the heart of Buckinghamshire and is planned to be operational in early 2023. The Satellite Applications Catapult is seeking a suitable supplier to design, install and commission all the necessary technical components and equipment to support drone operations and flight management in a safe and controlled environment. Lot 1: We are seeking: 1. A dedicated unmanned aircraft transport management system (UTM) Hardware and software for the purpose of flight planning, monitoring, real time observation and deconfliction. 2. Flight Operations safety management system (FOSMS) for the purpose of drone/UAV operators or individual Pilot auditing (certification, qualification, and permissions audits) 3. Drone/UAV or other Aircraft localised surveillance system e.g., RADAR based detection system 4. System to identify specific obstacles or no fly zones e.g masts, Pylons of fixed structure or other UAV/Drones 5. Establishment of a flight operation facility (hardware & software) to include a number of flight operations consoles 6. Situational awareness data ingestion, a single source of trusted data for the purpose of flight management and planning. ingestion of UAV telemetry and external data feeds e.g Ingestion g ADS-B (DF17/DF18), Flarm, OGN, Pilotaware, Metrological data or data from other ANSP’s Additional information: The purpose of the system is to give a real-time view of the aviation environment in and around the Westcott DTDC, support ELOS and BVLOS operations for multiple Drone/UAV operators at the DTDC and to ensure compliance with CAA or other policy and regulations.
