Tender description

The primary role of the CNC is the armed protection of designated civil nuclear sites and nuclear materials. CNC currently utilise a Tactical Engagement System (TES) which utilises laser transmitters to replicate the live firing of weapons. This system is utilised to ensure that its officers are suitably skilled to protect the UK’s civil nuclear infrastructure and nuclear materials in transit. The capability is heavily relied on to design protection models, tactical response models, improve them through training, and provide assurance and review that the CNC can outmatch and defeat an array of threats postulated by the UK Design Based Threat (DBT). The existing TES capability has exceeded its intended lifespan and CNC are implementing a procurement process to replace the current systems and update/expand its functionality. The CNC wish to identify a suitable supplier, through a compliant tendering process, who can provide a complete replacement to the current system. A full ITT and specification will be provided and a comprehensive selection and testing process undertaken to identify a system which will meet CNC’s operational requirements for an expected 5-7+ year period. To ensure impartiality in the process, any new capability will be classed as a Tactical Engagement Training Capability (TETC). The TETC will utilise lasers to be fired in lieu of live ammunition and all participants in the training event will wear vests that allow ‘hits’ to be recorded, simulating the effects of direct and indirect fire. The capability will have various other simulations that allow different threats to be simulated to varying degrees of realism, with immediate data capture. This capability enables a level of scrutiny, after-action and live analysis and threat scenario replication that training alone cannot match. Small arms/carbines used to operate the system must have a high degree of fidelity and replicate CNC current operational Carbines. Lot 57508: Lot 1 - TETC - 676 Lot 1, is a tender and contract for the upkeep and partial replacement of the existing TES (Saab) equipment as an interim solution. The proposed requirement would be for a 3-year contract (1+1+1) This is contract is necessary to maintain the current TES capability for the CNC, and until such time as the NEW TETC system is in place and fully operational. Budget could be up to; circa ~ £500K (incl VAT) over the proposed 3-year contract Please respond to our Market Engagement Questionnaire (attached) A full tender is being developed Lot 57509: Lot 2 - TETC - 676 Lot 2, is a tender and contract for a new, low cost (and possibly a slightly low tech), alternative and interim solution for the current TES equipment. This “off the self” solution is necessary to ensure that the CNC have a fully operational laser engagement training system in place to maintain their training capability in the short term, and until such time as the New TETC system is in place and fully operational. Budget could be up to; circa ~ £500K (incl VAT) up to a 3-year contractPlease respond to our Market Engagement Questionnaire (attached) A full tender is being developed Lot 57510: Lot 3 - TETC – 676 Lot 3, is for a tender and contract for a ‘new’ full TETC solution (with possible options for a “Round-less” and/or “Drone” capability incorporated into the system). The proposed TETC requirement would be for a 5-year plus contract (5 years + up to a possible 10 years maximum) or to the lifespan of the equipment. Budget could be up to; circa ~ £2.7m (incl VAT) plus an annual budget to cover operation and maintenance of the purchased equipmentPlease respond to our Market Engagement Questionnaire (attached) A full tender is being developed
