Tipperary Town Revitalisation CLG is a non-profit company that was founded in 2020 to develop and help deliver a strategy and action plan for the socioeconomic development of Tipperary Town. The Task Force is made up of multiple stakeholders from the public, private and community & voluntary sectors. The Task Force launched its full Strategy & Action Plan on July 27th, 2022. The Plan outlines 100 actions under four key Pillars: • Town Identity & Public Realm • Economic Opportunity • Natural Environment and Sustainability • Social Inclusion & Community Wellness One of the priority projects identified in the Strategy and Action Plan is the development of a Youth & Further Education & Training Centre in the town. A suitable site has been identified at Dan Breen House, and the project will be a collaboration between the Task Force and other key strategic partners. The project is seen as a flagship development as part of a wider effort to revitalise Tipperary Town and its hinterland which has been suffering decline for some time with high building vacancy, high unemployment and welfare dependency, low educational attainment, and other socioeconomic issues. The project will provide training and personal development opportunities for young people and those removed from the labour market. The contracting authority wish to appoint a suitably qualified consultant to develop a full business for the project. The consultant must assess the viability of developing a Youth & Further Education & Training Centre in Tipperary from a market, technical and financial perspective and develop the detailed business case to support a capital application for funding to develop the project. An architect led design team will be appointed separately to bring the project to shovel readiness through detailed design, planning and other statutory processes, and preparation of tender documentation.
