Summary of the work Sport England are looking for an experienced individual to help them scale up in a number of DDaT areas. This involves engaging and co-ordinating with a range of stakeholder across Sport England, its partners, and suppliers. Specialist role Portfolio manager Expected Contract Length 11 months Latest start date Monday 2 May 2022 Who Speclialist Work With The individual will be reporting to members of Sport England's Executive Leadership team and will work closely with a number of delivery and functional teams within Sport England to co-ordinate delivery of digital capabilities. Externally, they will be working closely with a number of suppliers who provide services to sport England, primarily in the DDaT domain. In addition to this, they may be expected to work with other external stakeholders and partners. What Specialists Work On The deliverables are a number of interrelated work packages: 1. Produce Target Operating Model for Digital 2. Capture Total Cost of Ownership (TCO) for Digital 3. Define and stand-up governance arrangements 4. Prioritise programme of work and build out Project Management Office (PMO) 5. Project Manage delivery of key Loan Management System (LMS), including commercial and technical aspects 6. Support Enterprise Architecture activities 7. Support data governance and data mapping activities 8. Define and support build out of new capabilities in digital (e.g. CRM, sector intelligence, data lake, etc). Transition to an enduring capability that can be internally managed. Skills & Experience • Experience with delivering Loan Management Systems • Experience defining a PMO and prioritising a portfolio, backed by qualifications in programme management (MSP) and agile (SCM, SAFe, etc) • Experience in Enterprise Architecture, backed with qualification in TOGAF • Experience with HMT business case development and cost modelling • Experience in organisation design and governance arrangements • Ability to act as an intermediary between a technical supplier and non-specialist colleagues. • Experience ensuring that systems can integrate (API's or similar) • Experience implementing information management systems at pace Nice to Haves • Experience with delivering a Loan Management System using Singlify software. • Commercial experience in the definition, assessment and aquation of technology services, including IP and outsourcing arrangements. • Experience of data governance and management processes, backed with qualifications. Exposure to cloud native and microservices would be advantageous. • Understanding of DDaT and what this means for an organisation. Exposure to GDS, GDS Technology Code of Practice and service Standard would be advantageous. • Can demonstrate the ability to identify opportunities to improve a service or make cost or time savings • Experience running agile teams to deliver products at scale Work Location 21 Bloomsbury Street, London, WC1B 3HF and Sport Park, 3 Oakwood Drive, Loughborough, Leicester, LE11 3QF Working Arrangments Home-based working but visits to Sport England's main offices and potentially partner and supplier sites will be required. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites. Sport England also supports flexible working (when possible), at the manager's discretion. Is there any incumbent? This is a new scope of work which aims to make improvements to the entire digital landscape within Sport England, so there is no incumbent. We have previously had digital specialists working on a project by project basis. 2. Is there a current incumbent or preferred supplier for this please? What’s the max day rate please? The budget approved has assumed this can be delivered at a maximum day rate of £800. 4. It is confusing that a PMO/Delivery Consultant should need a TOGAF certification and Enterprise Architecture experience. Is that correct? Sport England has aspirations to build an Enterprise Architecture using the TOGAF discipline.These skills are needed to support Deliverable 6 "6. Support Enterprise Architecture activities". 5. Given start date is a bank holiday, has that been considered? w/c 2nd May is the earliest contract start date following evaluation during the 25th - 29th May.As the 2nd is a bank holiday, services would be delivered from the 3rd. 6. Can you please confirm this role falls outside IR35? Initial assessment has determined this role falls outside IR35.
