Summary of the work This capability will be delivered for 3 organizational use cases in the form of a working solution that will be extensible pan-Defence. To enable this a supporting Target Operating Model and required training (to the teams who are engaged in delivering the solution against the use cases) must be delivered. Expected Contract Length 6 mth + 12 mth option Latest start date Tuesday 18 October 2022 Budget Range £833k excluding the VAT (but including T&S of £33k excluding VAT) Why the Work is Being Done To realize the strategic outcomes as committed in the Defence Data Strategy and to achieve Digital Backbone ambitions as captured in the Defence Digital Strategy Problem to Be Solved Defence will have a view on what data it holds, where it is stored, who owns it, what it means, where it came from, the associated metadata (such as policies and processes) and the quality of it across the data life cycle. This is called “Data Cataloguing and curation” capability. Project are looking for a supplier who can deliver this capability by using the Informatica technology platform (Axon, EDC & IDQ), reporting (Power BI) along with an operating model and trained personnel to fully exploit the data. Who Are the Users Once the solution is fully rolled out, the users will be from across the Defence organizations. The Key user need is to have trusted data securely discoverable to everyone in a form of marketplace Work Already Done Toolset is licensed and its functionalities have been socialized with some key stakeholders in Defence Existing Team It is a mix team of crown servants and interim. Experience working with large public sector organizations delivering data management/governance capabilities: 5% Work Location MOD Main Building Whitehall SW1A 2HB Working Arrangments It will be blended working environment in terms of location. It is expected that the supplier will be in MOD offices few days a week to meet key stakeholders, drive the requirements, run workshops to deliver solution design, configuration and operating model work. Can you confirm which company/companies currently provide the incumbent services? There is no current incumbent. 2. Can you confirm the nature and scale of services they have provided? There is no current incumbent. 3. With reference to question 1, please can you confirm the intended meaning of ‘securing business agreements’. Does this involve formal documented agreement (e.g. Memorandum of understanding) or simply alignment of stakeholders? The programme is run out of Defence Digital which is Defence's central Digital function with mandate over all Defence Organisations. However, Defence is a federated organisation with commands and functions having autonomy and budget to deliver to their individual priorities. So in this context, 'Securing business agreements' really means winning hearts and minds of different Defence Organisations to inspire and take them on this journey with us. 4. Please provide your definition of ‘federated’ in the context of questions 1 and 2. The word “Federated” in Defence context refers to the decision making structure of Defence Organisations whereby they have autonomy and funding to make their own decisions. 5. ‘This capability will be delivered for 3 organizational use cases in the form of a working solution to be extensible pan-Defence’.Can you please describe the use cases that are being referred to here? (Data domains, CDEs & systems involved in each of the use cases) One of the first activities for the chosen supplier will be to fully articulate/document these use cases by working together with the chosen Defence Organisations. At this point in time - we expect these use cases to encompass corporate data, military data and one integration use case. 6. Please can you confirm the source systems in scope for scanning technical metadata? We expect each use case on an average to be touching circa 4 to 8 source systems/databases. This should be documented & established as part of the use cases by the chosen supplier. 7. Please can you confirm if creating business data definitions is out of scope for this engagement? It is in scope for all CDEs from the 3 use cases. 8. Please can you confirm how many workflows are expected to be configured? Can we have a view on their complexity levels (i.e. how many workflows are high, medium, low complexity)? Complexity is not known at this point in time. The Authority recommends the response to contain detail on how you would deal with each complexity level. 9. We understand that the scope for IDQ is limited to data profiling, and that data remediation is out of scope. Please confirm? Profiling - Yes; For Data quality we expect the supplier to configure at least 3-4 business rules per use case to demonstrate the art of possible by using IDQ. Remediation is out of scope of this phase. 10. Please confirm the number of critical source systems and data entities to be profiled? One of the first activities for the chosen supplier will be to fully articulate/document these use cases by working together with the chosen Defence Organisations. At this point in time - we expect these use cases to encompass corporate data, military data and one integration use case. 11. • What installations do you currently have?• Is it in Production?• How many environments do you have?• How many environments do you aspire to have?• Is it installed on-premise or in the cloud?• If it is in the cloud, is it the basic Informatica Marketplace offering?• If it is in the cloud, which cloud provider? The installation is currently in flight and expected to be in place by end of Oct'22. The initial environment will either be a SaaS with Informatica or deployed in the AWS cloud. Will like to seek your recommendations/options on other sub-questions. 12. What are your aspirations around automation?• Automated deployment• Automated failover/recovery• Automated testing All of the above. 13. Number of systems you are looking to connect to? One of the first activities for the chosen supplier will be to fully articulate/document these use cases by working together with the chosen Defence Organisations. At this point in time - we expect these use cases to encompass corporate data, military data and one integration use case. 14. What type of systems are you looking to connect to? This needs to be further established as part of the use case documentations by the chosen supplier. However, we are aware of the capabilities (and limitations) of the Informatica tools in context of their connectivity to the source systems. 15. Can you clarify if this opportunity is the same as the one withdrawn on 09/08/22? and if so can you please provide guidance on what changes have been made? We can confirm that the requirement is the same as the one withdrawn on 09/08/22. Further information has been added to the skills/experience and the proposal criteria, and the weightings have also been amended. 16. We note that in the re-released tender, you are now asking for ‘examples’ (plural –multiple examples) in questions 1,2 and 3, but you also make the following request for each response ‘The examples should be recent (within last 3 years) & succinctly define context, problem statement, timescale, solution delivered and challenges encountered during the process’.Given the 100 word limit, it is not practical to cover all this context form multiple examples in each question response. Please can you confirm if you would prefer a single example covering each element (context, problem, timescale,solution, challenges) or multiple examples with less information? The Authority are content for the responses to draw on either a single or multiple examples. 17. Please confirm the scope for the toolset training? What is the target audience and how many participants are expected to be trained? The Authority likes to achieve an outcome where after taking your training, the teams (exact number not known at this stage) working on the 3 use cases are capable of extending the capability to other parts of Defence. 18. Please confirm if the Data governance structure already defined / operational? High level Data Governance structure is in place and working fine. Work is in flight to detail the low level detail such as acceptance of Roles & Responsibilities, process flows, touch points and linkages with various boards, working groups and communities 19. Please confirm if accountability of data established? Has the Defence Data Governance model been fully deployed in this environment with Data Owners, Stewards etc identified (with a clear RACI) and formalised for the critical data domains? High level Data Governance structure is in place and working fine. Work is in flight to detail the low level detail such as acceptance of Roles & Responsibilities, process flows, touch points and linkages with various boards, working groups and communities. 20. Please confirm the Phase 2 proposal timelines and confirm that there will be a second CQ period for further detail? Currently, the Authority’s anticipated timeframe is that successful suppliers at Stage 1 will be invited to the Second Stage on the 14th September 2022. At this point, while the proposals are being prepared, the Authority will be happy to respond to additional questions. Please note, the Authority will also be providing additional detail surrounding the requirement at this point, to support the proposal creation.
