Torus is conducting a Soft Market Test to as to what might be the most potentially attractive way of packaging and scoping out this future procurement opportunity. Currently, Torus operates two Allocations Schemes on behalf of two local authorities, a Choice Based Lettings service (CBL) and a Nominations Based Lettings (NBL) service . The branding used for both of the schemes is Under One Roof. The new system would need to operate both allocations policies together but separate applications and assessments keeping the same one brand and website. T
