Tender description
Summary of the work DVLA requires provision of a supply of specialised EUC resource to support the delivery of its continuing IT Transformation programme in 2022/23, that looks to manage, renew and enhance the existing client infrastructure, applications, devices and services, across a user base of c.6500 using on prem and cloud management platforms. Expected Contract Length 12-month contract. All work will be managed via individual Statements of Work. Latest start date Friday 21 October 2022 Budget Range Estimated contract value of £382,800. The total value of all Statements of Work commissioned under the proposed call-off agreement will not exceed £382,800. Why the Work is Being Done DVLA is seeking a supplier to provide expertise and specialism to boost capacity and enhance capability to meet the outcomes of this requirement. We require a supplier who can help us to uplift our internal capability with a range of skills, whilst providing a short-term uplift in capacity to assist in the delivery of upcoming technical deliverables. DVLA will take the lead responsibility for delivery of programmes. The supplier will work as part of DVLA teams (work will be agreed via individual Statements of Work). We are therefore looking for a supplier who will be able to provide these capabilities in one contract. This service provision needs to be able to provide technically skilled, experienced resource to deliver the technical solutions to meet DVLAs programme of works whilst ensuring continued support to the Agencies onsite and remote workers. It is paramount that the authority continues to deliver a robust and stable platform to support business activity. Problem to Be Solved The DVLA EUC team are responsible for the entire user device estate along with enterprise management services for clients and O365 transformation. An estimated 8000 laptop/desktop/mobile devices require management,configuration and delivery spread across multiple domain and device management platforms. Outcomes: • Enterprise Device Management • Enterprise Applications & Package Management • Client and Application Remote Delivery & Support • Azure and Office365 Management, Configuration, Transformation and Support • Full Endpoint Management, reporting, security,compliance configuration and Support • Service and Incident management covering all aspects of EUC 3rd Line This will include: • Contributing to the technical refresh and design initiatives (Win10,SCCM,APP-V, Teams,Office365 Full stack); • Roll-out of new services, equipment and devices (including the development of lean and focused deployment services); • Continued uplift in packaging and distributing applications to staff (SCCM,APP-V,MDM) • Support and Maintenance of the End-User Environment • SCCM Replatform for the new Active Directory that will be implemented. • Ownership and management of security remediation and vulnerability across client devices and EUC Server platforms as well as McAfee EPO and Microsoft Defender for Endpoint. • Effective and accurate reporting, prioritisation, risk management and clear tracking of all activities. • Effective Service Incident, change and problem management Who Are the Users All End users of DVLA devices, including DVLA Business transformation projects, Information Assurance Group, Cyber Security, existing business area (e.g. Human Resources, Finance, Estates). Work Already Done There is a current incumbent Supplier Existing Team The EUC team is a large highly skilled workforce responsible for all change, management, support, security and reporting for every DVLA client device and client-side software solution. The 3rd line team with EUC consists of 4 staff focused on the technical delivery and ownership of all these devices as well as the supporting configuration and system control services such as SCCM, EndPoint Configuration Manager, Active Directory, O365, Defender, McAfee ePO and Client VPN platforms. EUC 3rd Line are responsible for all architectural and design changes and implementations across all DVLA devices. Current Phase Not applicable Skills & Experience • • Provide demonstrable evidence and experience (minimum 3 years) of delivering large scale Windows 10 and application deployments (including Office 365 Migration activities) in a secure government environment. • • Provide demonstrable evidence and experience (minimum 3 years) of working with Microsoft Endpoint Configuration Manager 2012 Task Sequences, software configurations or revision and deployment tasks. • Provide demonstrable evidence and experience (minimum 3 years) working with Office365 at Enterprise level to manage/secure/support endpoint clients, alongside productivity platforms such as Teams,Exchange Online,OneDrive,SharePoint and associated security/Conditional Access Policies • • Provide demonstrable evidence and experience (minimum 3 years) of working with Power Shell and scripting languages to deliver Windows client and user configurations, changes, migrations and data extraction. • • Provide demonstrable evidence and experience (minimum 3 years) of working with Active Directory and Group Policy related to Windows 10 client, services and user management. • • Provide demonstrable evidence (minimum 3 years) of supporting and maintaining Endpoint Security and policy via either McAfee ePO or Microsoft Defender for Endpoint. • • Provide demonstrable evidence (minimum 3 years) of application and acceptance testing, defect reporting and tracking or resolution of problems. • • Provide demonstrable evidence (minimum 3 years) of delivering Enterprise Client Build, Client Services, and Client Security to all devices. Nice to Haves • • Provide demonstrable evidence and experience of using SCCM 2007, SCCM 2012 and Microsoft Endpoint Configuration Manager. • • Provide demonstrable evidence and experience of administrating the incident and change management functions in Service Now. • • Provide demonstrable evidence and experience of using Windows Server. • • Provide demonstrable evidence and experience of using APP-V. • • Provide demonstrable evidence and experience of using Microsoft Intune or WorkSpace One. Work Location The work will take place in DVLA offices in Swansea (DVLA, Morriston, Swansea & DVLA, RLDC, Swansea), however in line with current hybrid working arrangements the supplier resource will work mainly remotely (within the UK) with some requirement to attend site. This will be agreed with the DVLA Delivery Manager within Statement of Work iterations. In line with current hybrid working arrangements the expectation is that a minimum of 40% of supplier staff time will be worked onsite at the DVLA offices in Swansea. Working Arrangments Full Time, 5 days a week The charging mechanism in place for the Call-Off Contract and any agreed Statements of Work will be Time & Materials. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third-parties in the supply-chain on request. Where applicable expenses shall be submitted in line with the Buyers Standard T&S policy and agreed in advance. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants & other suppliers). Security Clearance Due to the nature of the work SC Clearance is a mandatory requirement. Additional T&Cs Suppliers must be able to provide resources within a 2-week notice period with the necessary skills to minimise impact on delivery. We have determined that this procurement represents a supply of resource – therefore the off-payroll rules will apply (workers will be assessed as ‘inside IR35’ where appropriate). Describe how you will provide specific expertise in end user compute along with operational experience and clearly demonstrating the essential skills outlined in the requirement. • • 3. It is at the discretion of the incumbent supplier if they decide to bid. 2. How do suppliers submit their written proposal? Bidders who are shortlisted for stage 2 of the process will be issued a template to provide a response to the proposal and cultural fit criteria, in addition to a pricing schedule.
