Governance, HR, mediation and coordination supports for Public Participation Networks

Tender description

A Public Participation Network (PPN) is a structure that brings together volunteer-led groups in each Local Authority area to represent the Community and Voluntary, Environment, and Social Inclusion sectors. Their primary function is to provide representation for the community sector in Local Authority policymaking structures, giving local volunteers a greater say in local government decisions which affect their own communities. PPNs have been established in all 31 local authority areas. PPNs have three key functions and areas of activity: • facilitate participation and representation in policy and decision-making fora, • build the capacity of member groups to carry out this role, and • serve as a networking and information hub for member groups in their area. Due in part to the largely voluntary nature of the PPN structure, the Department is aware that many PPNs would benefit from the provision of additional support and specialised skills in dealing with specific governance and administrative requirements that are placed on them, some of which are required by legislation. DRCD is seeking tenders from interested parties who can provide ongoing support as needed to the network of 31 Public Participation Networks (PPNs) under the following headings: 1. Capacity and Governance, 2. HR/Staff Support, 3. Workplace and organisational mediation, and 4. National-level PPN coordination support Under headings 1 to 3, it is envisaged that advisory support will be provided directly to individual PPNs. Support required under heading 4 will focus on providing administrative support to DRCD where coordination is required across all or large numbers of PPNs. This tender process is open to individual contractors, a consortium of contractors, or a primary contractor working with subcontractors.
