Tender description

This Invitation to Tender ("ITT") initiates the tendering for an Unexploded Ordinance (UXO) [sometimes referred to as Explosive Ordinance Disposal (EOD)] engineering firm to provide watching brief and contractor awareness services for excavation works on a former WW1 WW2 RAF airfield and a survey by electromagnetic scanning of proportions of the site. A project of particular importance to us is the development of the Montrose ZeroFour Hub. The area has planning permission in principle for a mixed use business park, and we hope to expand on this to create a hub for the blue economy – and to support clean, green economic growth in Angus. ZeroFour sits on 123 acres of what was approximately a quarter of the former RAF Montrose Airfield, and a significant proportion of the area that was formally runways. Our project will require a UXO/EOD watching brief for all ground works on its forthcoming development. This first period of work involves the removal of a material called Sommerfeld Tracking across three runways (approximately 800m, 600m, and 600m in length) for which a watching brief, public health and safety advice and contractor awareness and health and safety is required. This is a tender for a one-off service to fulfil that UXO/EOD engineer function initially. A second tender will be launched for extensive ground works in the new year. As a second function, we need to locate, using electromagnetic means, any Unexploded Ordnance [UXO] could pose a risk over the area of runway uncovered by the above works, two further areas one approximately 63,000m2 one 27,000m2, and potentially three further areas between approximately 4,000m2 and 11,000m2 depending on feasibility given existing vegetation and varying levels. All these areas for scanning can be seen in the tender documents and the associated appendices.
