Tender description
<p>The Greater London Authority’s (GLA) Social Integration team is commissioning an external partner to design and deliver the first year of the Mayor’s Academies Workforce Integration Network (WIN) Design Labs, which is anticipated to run for three years. The successful supplier will deliver the first year of the programme – support up to 30 employers and will be awarded on a one-year contract with an option to extend by one year subject to contract review and annual budget approvals. The programme will be launched in September 2022 with programme planning and onboarding starting immediately following contract award. <br>The Mayor wants London to be a socially integrated city, which he defined in his 2018 ‘All of Us’ strategy. To increase social integration among Londoners we need to tackle large gaps in people’s everyday experience of life in the city; reducing unfair differences which make it difficult to build trust, understanding and belonging so we can relate to each other as equals. One stark inequality is the large employment gaps that exist between different groups of Londoners. The evidence demonstrates that there are significant differences in people’s experiences of access to high quality work, wages, and work-place rights.</p> <p>To tackle these labour market inequalities, the Mayor has launched the <a href="https://www.london.gov.uk/what-we-do/communities/workforce-integration-network-win/workforce-integration-design-lab">Design Lab programme</a>, an innovative initiative in which employers can design and test intersectional strategies to tackling underrepresentation in their workforce. Each Design Lab supports a cohort of employers to develop and implement strategies and interventions that seek to transform organisational practice and culture around diversity and inclusion. The programme will:</p> <ul> <li>Work with the GLA and Academies Hubs to recruit and onboard businesses to the programme.</li> <li>Support employers through an innovation or organisational change process to develop and prototype interventions to tackle underrepresentation and improve diversity in their workforces.</li> <li>Assess and track businesses throughout the duration of the programme with a focus on learning and measuring impact.</li> <li>Deliver activities such as workshops, 1-2-1 support and resources to employers to create diverse and inclusive workplaces.</li> <li>Organise activities that help employers promote recruitment opportunities and advice directly to underrepresented groups.</li> <li>Draw on existing principles and best practice in this area, including findings from previous Design Lab programmes and the Workforce Integration Network’s (WIN) Inclusive Employers Toolkit and upcoming sector specific toolkits and Data Equality Guide.</li> <li>Engage with the Mayor’s Academies Programme’s Sector Hubs to connect Design Lab employers with businesses and underrepresented groups.</li> <li>Establish monitoring and data collection frameworks to capture business experience, progression, and wider outcomes of the programme. The successful bidder will be supported by the GLA’s learning and evaluation partner to achieve this.</li> </ul> <p>To date, three Design Labs have been delivered to businesses in the Construction, Infrastructure and Technology sectors.
