The council is applying for WELL accreditation for the Spine shell and core to see the building recognised as one of the healthiest buildings in the world. As part of the submission, the council has to submit a number of test results which must be carried out by an accredited WELL testing agent. CETEC Foray Ltd (CETEC) were appointed by the council's design and build contractor, Morgan Sindall, twice to demonstrate that the building has been built to a standard which will allow WELL accreditation to be achieved. The council therefore would like to appoint CETEC to carry out the final round of testing to be submitted under the WELL application. CETEC are very familiar with the building having already carried out two rounds of testing. During these testing rounds, the building has not passed all the required tests. CETEC are familiar with where this has happened and can help to provide guidance and lessons learnt as to how we can minimise the risk of the test(s) failing again. This guidance will be based on them being physically present for the last two rounds of testing and not just what has been documented on paper in the testing reports. Another provider will not be familiar with the Spine and will not have the level of understanding from the previous rounds of testing that CETEC can offer. Also RCP, who lease half of the Spine, will be using CETEC for the testing required for their own WELL application for their leased floors. One of the reasons for this is CETEC’s experience and knowledge of the Spine gained from already carrying out testing in the building. Any failed results will require a retest and incur additional cost. The Council will have responsibility for optimising building conditions on the day of testing and with it being the first time LCC have applied for WELL accreditation for one of its buildings, it’s a big learning curve for all involved which is why an accredited testing agent who knows the building already is of great benefit to the council. The accreditation is not very common in the UK and therefore, if awarded, will be a big draw in attracting and retaining tenants. As this is such as specialist area, we are keen to minimise risk and therefore appoint CETEC to carry out the required testing. A fee proposal from CETEC is attached to this request.
