T0334 Delay from Roadwork Metric- Development Stage

Tender description

We are seeking technical support for this work to build on feasibility stage analysis previously undertaken to develop a metric for the Development Stage which is appropriate for National Highways. It was recommended in Feasibility that two options are taken forward for further development. These options are 'individual user delay' and 'delay index'. Both options will make enhancements to the current delay from roadworks performance indicator to include delays on diversion routes and delays experienced by customers upstream to or in close proximity to roadworks. It is essential that the metric can be influenced by operational levers of National Highways in order to improve performance. The metric and any potential targets must also be achievable by National Highways within the RIS period. The metric development stage needs to address how to handle delays caused by incidents within roadworks. The metric needs to be developed using a method that National Highways can take on and productionise.
