3. PROPOSALS 3.1 The former EMD Cinema at Hoe Street was acquired in February 2019 with the intention of refurbishing and developing the premises to provide a new cultural and entertainment venue, supporting economic growth and the night-time economy in Walthamstow. 3.2 The acquisition, future operating agreement in partnership with Soho Theatre, and procurement arrangements were approved by Cabinet on 17 January 2019. Cabinet have delegated the procurement of a design team, specialist services and construction company to the Director of Property and Asset Management. 3.3 The need for an independent cost consultant to advise the Council was identified from feasibility stage to mitigate and reduce financial risk by advising on affordability, value for money and assisting with value engineering exercises. 3.4 The project is commencing RIBA Stage 5 with the main construction contract for the completion of the works having been executed on 30 July. The value of the construction contract for which the service is provided is £25,605,142. 3.5 Cost consultancy services to the completion of Stage 4 and determination of a contract price for the works have been provided by Stace LLP appointed on 24 September 2019. 3.6 Cost consultant services during the construction phase are focussed on representing the Council’s interests in determining the costs of any changes to the scope of the works arising from the expenditure of provisional sums, client variations or changes arising from site conditions. 3.7 SCAPE is a procurement framework accessible to the Public Sector and compliant with Contract Procedure Rule 11. Perfect Circle JV Ltd, are a joint venture company established to deliver services through the SCAPE public sector procurement framework. Aecom, the partner in the Perfect Circle joint venture company who will provide the service has demonstrated excellent performance in delivering this service for the Council in other projects including the Town Hall Refurbishment works completed this year. 3.8 Council has received a fee proposal from the supply partner Aecom, that offers a service to meet the following Key value for money drivers identified by the Council for the construction phase of the project; • Access to specialist/local supply chains – to support and encourage the project to maximise its social value impact • Collaborative working – to work proactively with all partners to achieve best outcomes quickly and efficiently • Lowest Cost Solution – to manage the delivery of the construction stage to within the construction budget.
