RFI/Market Engagement ref fixed term acquisition of EC135 for training purposes - NPAS

Tender description

The National Police Air Service (NPAS) is exploring the conducting of type rating, conversion and mandatory recurrent training for pilots using a non-operational aircraft which is additional to the present NPAS fleet of EC 135 (P2+/T2+). The Aircraft would not be included within the NPAS Airworthiness Environment / Maintenance, but hangered and operated by the NPAS Approved Training Organisation (ATO) from an NPAS Facility. As such, services would be sought from a provider who would provide a lease arrangement including maintenance, for a minimum of 2 years and 500hrs/per year (+/-15%). This RFI is intended to establish how feasible this approach can be for NPAS and to be aware of any aspects which should factor into a tender process for the fixed term usage of an aircraft.
