Research Consultancy Services for Housing Commission

Tender description

The Housing Commission is issuing this request for tenders in order to establish a framework for the provision of research services to the Subcommittees and Working Groups of the Housing Commission. In summary, the Services comprise: Research Services with a contract value of each mini competition estimated to be within the range of €1,000 to €5,000 in value (Ex VAT). It is anticipated that the cumulative total of work over the duration of the Framework would not exceed €50,000. This Request for Tenders is to establish Multi Supplier Framework Agreement for the Provision of Research Services. The Framework Agreement will run for 12 months with an option to extend for a further 3 months. The Housing Commission has identified the need for small, bespoke research that would need to be fast turnaround. Such work would be dependent upon matters that arise on an ongoing basis. Such research is likely to take the form of short research & analysis papers, data gathering and literature reviews etc. There may be some need occasionally for particular statistical expertise (analysing census data) or GIS capacity. Broadly speaking, research would relate primarily to areas such demand, supply and delivery, affordability, tenure patterns, provision of social housing and sustainability. Research services would include the collation, consideration, analysis, synthesis and interpretation of existing research, data or information. Existing research examined in secondary research exercises can be quantitative, qualitative or both.
