Tender seeking too engage Consultants to prepare the 6-year Carlow Local Economic and Community Plan (LECP)

Tender description

The Local Government Act, 2014 provides a strong and clearer role for local government in economic development and community development. Carlow County Council, in conjunction with Carlow Local Community Development Community must now prepare their second Local Economic and Community Plan (LECP) to set out, for a six year period, the objectives and actions needed to promote and support the economic development and the local and community development of County Carlow, both by Carlow County Council and Carlow Local Community Development Committee directly and in partnership with other economic and community development stakeholders. Contents (1) Review of the current LECP 2016 – 2021 and the updating of “A Socio-Demographic Profile of Carlow 2019”. (2) The development of an overall LECP framework detailing the high-level goals and sustainable community and economic objectives as well as consideration of outcomes and high-level indicators for the 6-year LECP period. Consideration of any potential actions should form part of the development of the high-level goals and objectives in the LECP framework but the detailing or prioritized actions as well as specific performance indicators and commitment to their implementation is a function of the implementation plan. (3) Development and design of a participative consultation process across stakeholders from both economic and community perspectives and practice to inform the LECP Framework document and the first 2 two-year implementation plan (4) Development of first two-year implementation plan to detail the required inputs, actions and resources required for that period as well as relevant specific key performance indicators to facilitate evaluation. The first two-year implementation plan must be presented for approval along with the LECP framework. (5) Preparation and design of draft and final Framework and two-year Implementation Plan.
