St Helens Council Southern Gateway – Cycle Optimised Protected Signals (CYCLOPS) Junction, Marshalls Cross

<p>St Helens Borough Council are seeking competitive tenders from competent and experienced contractors to deliver the above scheme. This advert is intended to notify potential suppliers of the requirement for a Cycle Optimised Protected Signals (CYCLOPS) junction at the existing Marshalls Cross four-arm roundabout as part of the Southern Gateway Package. The Southern Gateway Package will provide a new station building at Lea Green with better passenger facilities and create safer routes for walking and cycling to the station. The project proposes undertaking the following works: &bull; Reconfiguration of Marshalls Cross Roundabout. Traffic signal upgrade and associated civils works at Marshalls Cross junction with Eltonhead Road. Junction signals upgrade Eltonhead Road entrance to Station Carpark. &bull; Site Clearance &bull; Vehicle and Pedestrian Restraint Systems &bull; Earthworks &bull; Pavements &bull; Kerbs, Footways &amp; Paved Area &bull; Traffic Signs and Road Markings (including a traffic signal installation) &bull; Road Lighting Columns and Brackets &bull; Electrical Work for Road Lighting and Traffic Signs &bull; Bridge Deck Waterproofing &bull; Landscaping A summary of the outline programme for the scheme is shown below: Tender documents available: Monday 20th June 2022 Return tender documents: 17:00 Friday 29th July 2022 Contract Award: Friday 9th September 2022 Anticipated Contract Start Date: Monday 19th September 2022 The proposed procurement route will be a single stage (Open Procedure) using the NEC3 ECC form of Contract, Option B Priced Contract with a Bill Of Quantities Bidders will be required to complete the Suitability Questionnaire, the Questionnaire sets out the information required by the Authority to assess the suitability of potential Suppliers providing the required services in terms of their technical knowledge and experience, capability/capacity, organisational and financial standing within the parameters laid out in the Regulations. Upon the satisfactory completion of the tender process the contract will be awarded to the most economically advantageous tender. This is a combination of the price/cost provision (40%) and quality/service (60%) aspects of your bid, following completion of the evaluation process.
