Invitation to Participate in the HSE Authorisation Scheme for Executive Search Resource to support and Facilitate Access to Global Candidate Markets for Medical and Health Care Staff Round 3

Tender description

The HSE intends to create an authorisation scheme for executive search resource organisations (“Suppliers”) to recruit professionally qualified medical and health care staff from outside of Ireland (the “Scheme”). As this is an authorisation scheme within the meaning of Recital 4 of Directive 2014/24/EU (the “2014 Directive”) this Scheme is not subject to the provisions of the 2014 Directive. The HSE can give no commitment as to the volume of services that may be sourced through this Scheme - the quantum of staffing requirements over the lifetime of the authorisation scheme will depend on a number of variable factors e.g. candidate pools, service development, health policy / budget, etc.; therefore it is not possible to issue in advance an estimation of expected vacancies. New applicants to the Scheme (“Scheme Applicants”) that meet the Minimum Requirements (as specified in this Invitation to Participate) will be admitted on at least a quarterly basis (the HSE reserves the right to assess new Scheme Applicants on a more regular basis), and the HSE intends to operate the Scheme for an initial period of two years. This Scheme is established on behalf of the HSE including all Acute Hospitals and CHO areas and organisations funded by the HSE (collectively referred to below as the “Employing Authorities”).
