Tender description

The objective of this RFT was to invite proposals from suitably qualified service providers to establish a multiparty framework (4 lots) for the provision of trusted advisor mentor services and advisory support services. The mentor services would directly assist communities in the development of their own renewable electricity generation projects, while the advisory support services will directly assist SEAI in the delivery of the Community Enabling Framework. Lot 1: Trusted Advisor Mentor Services – Development and Infrastructure [Community Support] Lot 2: Advisory Support Services – Development and Infrastructure [SEAI Support] Lot 3: Trusted Advisor Mentor Services – Project Delivery and Consents [Community Support] Lot 4: Advisory Support Services – Project Delivery and Consents [SEAI Support]. These advisors will directly support communities along each step of their renewable energy development journey, with an emphasis on the physical infrastructure and engineering required to deliver a renewable energy project. Lot 2: Advisory Support Services – Development and Infrastructure [SEAI Support] Lot 2 – Advisory Support Services – Development & Infrastructure (SEAI focussed). These advisors will directly support SEAI in the delivery of the Community Enabling Framework through expert specialist technical advice on various aspects of renewable energy development projects, such as engineering, design, planning, and grid. Lot 3: Trusted Advisor Mentor Services – Project Delivery and Consents [Community Support] Lot 3 – Trusted Advisor Mentor Service – Project Delivery & Consents (Community Focussed). Framework members appointed to this Lot will support communities to develop and enhance their knowledge and understanding of the required structures, licenses and consents required, as well as the economics and financial structures of renewable energy generation projects. Lot 4: Advisory Support Services – Project Delivery and Consents [SEAI Support] Lot 4 – Advisory Support Services – Project Delivery & Consents (SEAI focussed) These advisors will directly support SEAI in the delivery of the Community Enabling Framework through guidance and information relating to the latter stages of developing a RESS scale project, in areas such as EPC agreements, generation licenses, RESS milestones, compliance, offtake options and finance options, as well as potential impacts of policy changes and industry developments.
