Tender description

Summary of the work Dstl requires a ServiceNow partner to develop a replacement to its Electronic Registry System (ERS). This application will be on an on-premise ServiceNow build. It is envisaged Suppliers can use their own ServiceNow tooling to undertake the work, deployment would be through a cloud sandpit environment. Expected Contract Length A 4 month delivery timescale is anticipated Latest start date Monday 11 April 2022 Budget Range Up-to £140,000 Why the Work is Being Done Electronic Registry System (ERS) is a tightly controlled, auditable and evidential highly secure database. It is the sole repository for the registration, control, management and accountability of all accountable classified hard copy documents, accountable classified removable media and all removable computer media across Dstl and is fundamental to Classified Information Assurance and Security. Problem to Be Solved The current ERS is out of support and hosted on an obsolete platform with increasing risk of irrecoverable failure. Dstl are seeking a partner to validate the requirement, design and develop an application to replace the existing ERS. The application must be suitable to be deployed on an on premise instance of Service Now. There is a need for every user action pertaining to any registered asset to be recorded with no scope for ambiguity. Dstl has a fuller requirements table in Draft, if you are interested in seeing this and can meet the mandatory requirements please email jmvleuven@dstl.gov.uk for a copy. I note that you have stipulated that the technology for the new ERS is ServiceNow. Please can you explain why this is and why you are not seeking a technology competition please? I would say that ServiceNow as an ITSM tool is not appropriate for your requirement and [Redacted] is much more suitable. Dstl have made a strategic decision to utilise an on-premise build of the ServiceNow platform that we currently are building to fulfil a large number of our business process requirements.
