Tender description

The project objective is to create understanding of the benefits, risks, and requirements for moving towards approaches that use open methods, including the infrastructure and funding required to implement and maintain. Current methods are closed meaning we pay to use them and cannot view or edit the code. This restricts innovation and reproducibility. Academia and other operational fields have reported large benefits to innovation by adopting more open methods but there remain questions around how the methods are supported and funded.
