Summary of the work As above Specialist role Developer Expected Contract Length 100 days Latest start date Friday 1 July 2022 Who Speclialist Work With Working with EMSOU project and performance teams. What Specialists Work On Full stack database developer to continue to build a Data Warehouse, incorporating different data sets across the business. Skills & Experience • Police / MOD security clearance to NPPV3 + SC • Provide your experience in implementing data integration techniques, ETL and flexible/extensible database design, preferably Microsoft SQL Server based. • Provide your experience of design (client and server side), development (including UI/UX) and implementation of Enterprise grade applications. • Provide evidence of a strong understanding of software development technologies and demonstrable experience of utilising and implementing such technology in a secure practical way. • Give evidence on how you will provide a technical infrastructure expert view for procurement decisions and to influence decisions based on best practise and current industry thinking. • Provide evidence of your experience and awareness of implementing and designing highly available enterprise applications/solutions conforming to business continuity and recovery models. • Demonstrate experience of implementing systems and services that conform to the requirements of internal and external security standards (e.g. relevant UK and ISO standards, Cyber Essentials, NCSC/NIST). • Provide your knowledge and experience in: HTML(5), CSS, XML, JavaScript, jQuery, React.JS, Vue.JS , Backend Languages including PHP, Java, Python, Ruby, C#, SQL, ASP.NET, .Net • Provide your experience of service lifecycle, working with IT teams to aid service transition and continual improvement. • Provide your experience in documenting design decisions, principles and data relationships&models. • Provide your experience of utilising software testing frameworks (Manual/Automated) to ensure high quality deliverables to a user-base • Demonstrate your ability to work within a team or independently. The candidate will work closely with the Data and Business Analyst teams to translate requirements into technical solutions. • Provide your experience working with agile development methodologies (SCRUM), working with key business stakeholders to drive and evolve the development lifecycle • Provide your knowledge and experience in: Rest APIs, SOAP Services, Microservices , Microsoft BI Stack, including SSRS, SSIS, Power BI Service); Database Technologies MS SQL, MySQL, Oracle • The tenderer will provide a day rate including expenses. No other charges, expenses, etc. will be paid Nice to Haves • Required to participate in the requirements elicitation process within EMSOU to create a data governance strategy aligned to our business objectives. • Describe your experience working in a law enforcement / government environment preferable (or equivalent) • Provide your knowledge and experience in the following areas: • Microsoft Azure and Amazon Web Services • Version Control (GIT) Work Location To be supplied on award Working Arrangments Maximum 4 days a week and on site to be determined. The Nice to Have / Desirable requirements are weighted as follows:Data Governance strategy - weighted 25%Experience working in Law enforcement / Government environment - weighted 20%Knowledge and experience in Microsoft Azure and Amazon Web Services - weighted 15%.Total weighting 60% 3. Will the incumbent be able to/be expected to re-apply for this opportunity? The incumbent will be able to apply to this new opportunity and it's up to them if they do. 4. Will the provider's staff be currently vetted to NPPV3+SC The tenderer will have to show that the specialist(s) is currently vetted to NPP3+SC by either the Warwickshire Police national scheme or by Leicestershire Police. 5. If we are shortlisted how will we be evaluated? If you are shortlisted we will evaluate the cultural fit through interviews and we will also have the opportunity to revise your technical scores. The maximum shortlist is three tenderers and you will be informed if you are shortlisted after stage 1 evaluation. A full debriefing via a letter will be given after the award.
