Direct Award for the Supply of 7 x Bobcat E19 Excavator with Double Dozer Blade and C/W Trailer under Scotland Excel Supply of Light and Heavy Plant Framework 08-18 (Lot 1)

Grounds Services have a requirement for the supply and delivery of 7 x Bobcat E19 Excavator with Double Dozer Blade and C/W Trailer under Lot 1 of the Scotland Excel Framework for the Supply of Light and Heavy Plant 08-18. Grounds Services require to replace a specific make and model of excavator for operational reasons and in order to remain consistent with the existing fleet. Within the current Scotland Excel Framework in Lot 1, Lloyd Ltd are the highest ranked supplier able to serve the Council. Continuing the use of the Bobcat will ensure the maintenance of Grounds Services cemetery operations, which it has successfully done over the past years due to the specific design of the machines boom length. The team of mechanics are fully trained in maintaining as well as holding a wide variety of spare parts in stock. As required by Scotland Excel, the intent to utilise the contract for this purpose was advised to them prior to release to the tenderers. It can also be confirmed that the format of this Direct Award was permitted under the Framework rules. The contract is a one-off purchase. South Lanarkshire Council awarded a call-off contract by Direct Award under the Scotland Excel Framework noted in section II.1.4 per the pre-defined selection procedure under the Framework to Lloyds Ltd as they were the highest ranked supplier able to service the Council whilst meeting the Council's requirements. The contract period is for a one-off purchase, delivery due on or before April 2023.
