Tender description

The EU Common Agriculture Policy requires Member States to develop a CAP Strategic Plan for the period 2023-2027. The plan must be supported by a monitoring and evaluation programme. This notice sets out the intention of the Department to seek suitable tenders to carry out the evaluation of the environmental impacts of the plan. The focus is on the so called ‘Green Architecture’ which encompasses three elements, namely, conditionality; Pillar 1 Eco-Schemes; and Pillar 2 climate and environmental related interventions. In order to assess the Green Architecture, tenderers will be required to i) carry out a data gap analysis based on the data currently available ii) conduct a field-based assessment of CSP beneficiaries and iii) produce baseline, mid-term, and final reports on the data collected, including environmental econometric analysis and modelling.
