Summary of the work The work involves developing a policy database containing information on the complete suite of net zero policies. This will be a single version of the truth for BEIS, providing policy teams and analysts with ‘accessible, robust, and uniform net zero policy data’. Expected Contract Length 1-2 months Latest start date Tuesday 1 February 2022 Why the Work is Being Done The work is one of several ‘shared outcomes fund’ projects and will support the Net Zero Systems Tools which aim to help the Land-Use and Buildings policy areas in the aim to reduce UK greenhouse gas emissions to net zero by 2050.  The work aims to develop a policy database containing the full suite of Net Zero policies from those that have now expired, been implemented or adopted, or are currently planned. The aim of this is to provide a single version of the truth for BEIS, providing policy teams and analysts with ‘accessible, robust, and uniform net zero policy data’. This will inform policy making decisions and demonstrate different potential decarbonisation pathways. This work includes the design and building of the database and the capturing of different policies and data relating to them. This role will build on work done previously in the department in this area and require the specialist to engage with government staff and bring together policy information from across the net zero space. It will also integrate with the Net Zero Systems Tools developed by BEIS. This work is to be delivered by the end of March 2022. Problem to Be Solved There is not one consistent source of net zero policy information of high quality that provides data to teams working in the net zero space. This means the information is not kept up to date and does not provide consistent/ uniform data on net zero policies. A complete policy database containing all this information would solve this issue and be the single source for this data. Who Are the Users The users will be policy and analysis teams looking for information on net zero policies. As a user I need to be able to access robust, accessible and uniform net zero policy data across the entire net zero suite of policies. This needs to come from one location and be up to date with the latest information. So that I can be informed on the different policies in the space, and this can support my work. Existing Team The supplier will work with the Net Zero Systems team and collaborating with colleagues across BEIS and other departments. Current Phase Not applicable Skills & Experience • Have previous experience working with and evaluating policy information. • Have previous experience reporting data from a range of different sources. Nice to Haves • Have previous experience creating databases to store policy information. • Have previous experience working in the net zero space. Work Location The supplier will work remotely Working Arrangments The individuals or team will be entirely based remotely during the project. What is the budget range for this program ? There is an expected budget of up to £63,000 available. 2. Who is incumbent supplier for the program ? The work is currently being done in-house by BEIS staff. 3. Is the role mainly for a policy specialist or a database specialist or both? The role requires experience working with an evaluating policy information as well as some experience working with data. 4. Is there an established data handling and data management strategy in place for standardizing data from different sources to one single data lake? There is not currently an established strategy for doing this. 5. Will applying for this opportunity, exclude us from any future work that may come from it. No 6. Please can you clarify the criteria on “experience creating databases to store policy information”. Does this include tracking policy outcomes/progress; and/or policy strategy documentation etc? Tracking policy outcomes by evaluating/tracking data would be an example of this criteria and policy strategy documentation would also be relevant experience. 7. What is the expected budget for this project? There is an expected budget of up to £63,000 available. 8. Please define “evaluating policy” what definition would best fit:a) Evaluating the quality of the information containedb) Extracting key requirements from the policy and presenting those in a database Evaluating policy would include anything relating to the collection and analysis of policy information to make judgements about that policy. Both of those definitions could fit the criteria. 9. Can you please elaborate the below statement ?What kind of policy do you plan to evaluate and some examples around it. Have previous experience working with and evaluating policy information. The policies that will be included in the data base are all of those relating to net zero. This includes policies relating to transport, power, heating systems or anything contributing to net zero, through grants, incentives, tax, or other policies.The policy experience would be, having previously worked supporting policy development, monitoring outcomes from policy or using/ assessing data about policy. 10. What is the budget for the project ? There is an expected budget of up to £63,000 available. 11. Who is the incumbent supplier for the initiative ? The work is currently being done in-house by BEIS staff. 12. • Can you provide more information about the scope of the NZ policy areas that would be covered. You mention Land use and Buildings – is the scope restricted to those areas or broader?• Would the ‘evaluation’ be expected to be based on existing information/data or new analysis?• Is the database expected to be excel based or another platform? If digital, will BEIS be responsible for establishing a digital platform or the chosen supplier? - The scope will be all the policies, active and proposed, relating to net zero emissions. It will not be limited to those areas.- The evaluation would be based on existing data, this would not include further analysis of the areas.- An excel based database would be the expected option but any other options could be proposed by the supplier. The supplier would need to establish this platform though this could be supported by BEIS.
