Tender description
Contract assignment duties 1. Review and report on the local authority’s current section 106 systems 2. Procure, appoint and client manage Exacom (data management system) 3. Oversee the implementation of Exacom 4. Procure, appoint and client manage the Planning Obligations Suite to transfer all s106 data into Exacom 5. Arrange and coordinate training for Exacom users 6. Set up and maintain new corporate governance arrangements ensuring a sophisticated and holistic approach to decision making on investing s106 and CIL income 7. Review the council’s Planning Obligations SPG and redraft for consultation and adoption 8. Draft Local Authority CIL and Charging Schedule and prepare systems for implementation 9. Provide expert support to the Local Plan IDP, which may include brief development and commissioning 10. Set up and maintain a Planning Infrastructure Programme Board (or similar) to oversee the progress on delivering all duties above (1 – 9) 11.
