<p>This is a Prior Information Notice (PIN) for information only. It is not a formal invitation to tender. You will need to respond to the contract notice in order to be considered for this contract. The purpose of this PIN is to maximise transparency and competition for the upcoming contract notice. All details in this PIN are subject to being updated or changed in the final contract notice. The London Borough of Islington is considering tendering for Mental Health Crisis House Service for Adults. It is anticipated that the contract notice relating to this PIN will be published in August 2022. Islington is committed to providing short term accommodation support to those who perceive themselves to be in, or at risk of moving into, mental health crisis (self-defined). The Crisis House provides short-term 24-hour support and treatment in a community, home-like setting, with input from a multi-disciplinary team that provides comprehensive mental health assessments, medication reviews, informal emotional and practical support, and occupational activity. People are supported to better manage their symptoms and distress, self-care and resilience, so as to prevent future crisis and reduce reliance on services. Social care needs such as maintaining independence, social interaction, playing a fuller part in society and managing relationships are supported. The Crisis House should also help with issues that may have contributed to the crisis, for example, housing, employment, debt, domestic violence and use of substances. Providers will be expected to support people with moderate and serious mental illness to access the service; and should be able to offer a range of services and approaches to meet the needs of people with mental health challenges. The service should provide evidence-based interventions to support people with mental illness and work alongside professionals in primary and secondary care. To demonstrate our commitment to social value a weighting of 20% of the award criteria will be allocated to social value. It is essential that the council’s spending, both direct and with suppliers, has the maximum positive impact for Islington people, especially the most disadvantaged. This is not an invitation to tender, nor does it preclude or favour eligibility to participate in the formal procurement once it starts.
