Summary of the work The aim of this project is to source a team to undertake qualitative workshops and user-research from a cross-section of locations within UK public,with the goal of understanding whether there is a user-need for clearer online information from government,that would help the public engage with net-zero and make green choices. Expected Contract Length 12 weeks with a possibility to be extended for an additional 25% (3 weeks) if necessary Latest start date Monday 4 July 2022 Budget Range The budget for the 12-week period should not exceed £100,000.00 excluding VAT. Why the Work is Being Done The UK government set a target to reach net zero greenhouse gas emissions by 2050. While the UK public are generally concerned about climate change and supportive of action to tackle it (1), there is low awareness, knowledge and understanding of the practical steps required from people to achieve net zero and the support available (2,3,4). Evidence suggests that the UK public wants more information on adoption of green choices to support the net zero transition. The procurement of research for a potential ‘net zero digital platform’ is undertaken to meet our commitment to ‘explore how to improve and enhance public facing climate content’ (5). Problem to Be Solved Before developing further digital climate content to support the public to engage with net zero and make green choices, we need to understand the current user need and what would best meet this. In particular, we aim to explore the user need for linking together and enhancing different sources of information and support, possibly into a comprehensive digital platform/tool, and how this tool could best enable consumers to make informed decisions. Currently there is no such tool coordinated by the UK government. If the need is shown, this research would guide a possible future alpha phase of a digital tool. Who Are the Users As a member of the UK public, I need to understand the green (pro-environmental) choices I can make and how this relates to wider Government and societal action to take action on climate change. I then need to access advice, guidance and Government support to help me enact these choices if desired, so that I can reduce my carbon footprint and help the UK reach its net zero target. As a government researcher or policy advisor working in this area, I need to use the results of the discovery phase to inform if and how we develop a net zero digital platform Early Market Engagement N/A Work Already Done N/A Existing Team The supplier will be working with a team of the following job positions within BEIS: • Principal Research Officer • Senior Research Officer • Research Officer • Senior Policy Advisor • Policy Advisor Current Phase Discovery Skills & Experience • Demonstrate your experience of working on high-quality digital discovery projects. (5%) • Demonstrate experience of conducting effective digital-focused social-research (including qualitative workshops/focus groups), and/or behavioural-science research, and/or user research with the UK public. Experience of all three would be preferable. (5%) • Demonstrate your experience in working on projects that cover Government Digital Service standards, GOV.UK standards, and accessibility standards. (5%) • Demonstrate ability to develop accessible materials and workshop methods to ensure participants are engaged and can effectively deliberate,including how you can simplify complex topics without losing detail. (5%) • Using example demonstrate your ability to provide quality assurance across all stages of the project, including who feeds into this, at what stages, and how you coordinate it. (5%) • Demonstrate your experience in, and ability to, provide recommendations for a client organisation, including using evidence and developing solutions for long-term decision-making (5%) Nice to Haves Demonstrate your experience in working on net zero or climate-related projects including clear understanding of Government’s commitments in this area. (4%) Work Location We in BEIS will be based in London, but the work can take place across the UK and the supplier can be based anywhere in the UK.
