Tender description

The purpose of this market warming exercise is to seek input from current and potential suppliers across the market to establish a sustainable procurement framework for future contracts. The market warming will provide an opportunity for City of Wolverhampton Council (CWC) to obtain an insight into how potential suppliers might engage with this framework, and gain an understanding of the current appetite in the market for this. Sustainability is one of the key Council principles, identified as being ‘climate conscious’ (Our City: Our Plan 2022). To support this, CWC became the first Black Country local authority to declare a Climate Emergency in July 2019, committing the Council to:

• Make all council activities net carbon zero by 2028

• Ensure all strategic decisions and budgets are in line with the shift to net carbon zero

• Ensure robust governance is in place to embed and champion climate change across the Council

• Work with partners across the city and region to work towards a net carbon zero future

Procurement is a pivotal part of the organisation to support this target, and by working with stakeholders and suppliers, can ensure that all direct and indirect emissions are working towards net carbon zero. Embedding sustainability in procurement can support the organisation to meet CWC's needs for works, goods and services, in a way that achieves value for money whilst also benefiting the local community, and reducing our impact upon the environment.
Keywords: sustainability, net zero, carbon reduction
