Residential Construction Cost Study

Tender description

Tender submissions are sought by The Department of Housing, Planning and Local Government (DHLGH) from tenderers to carry out a study on current construction costs, including cost comparisons with EU countries and identification of cost reduction opportunities. Reducing construction costs, as well as costs across all aspects of development, is critical to increasing supply in the domestic residential sector and will support the delivery of inclusive, sustainable, safe and low-impact communities in line with Action 23.2 of Housing for All. Identification, testing and recommendation of viable cost reducing innovations, efficiencies and productivity measures applicable to a range of residential design and tenure types, including houses, apartments and student accommodation, will be key to this, as will the formulation of a benchmark pertinent to comparable EU economies, and the creation of a baseline for similar future studies. To enable comparisons, four case study projects based nationally will be selected by the successful Tenderer and costed to an elemental entry-level specification at current rates. The study will comprise of four separate six-week stages to include: construction cost estimating, international benchmarking, research, cost modelling with analysis and recommendations, and dissemination. It will commence in May 2022 for completion in September 2022. Included among the project’s deliverables will be a Report with Executive Summary, and a final presentation summarizing results and recommendations.
