Tender description

The Welsh Government wishes to commission an evaluability assessment of the Health and Social Care (Quality and Engagement) (Wales) Act 2020 (‘the Act’). The Act is due to be fully commenced by April 2023. Recommendations from the assessment will be used to determine an appropriate programme to monitor and evaluate the Act and its related statutory framework. The evaluability assessment will involve discussing with stakeholders; developing a theory of change and an evaluation framework; establishing criteria for measuring success; identifying data and evidence sources to inform the evaluation, and highlighting gaps; and exploring options for collecting new data and evidence.
