Summary of the work Extend our current Azure hosted reporting and MI capability to include TPRs Auto Enrolment (AE) service requirements. This will include capturing AE reporting requirements, designing a data warehouse (physical model) and implementing a selection of reports, and MI, as a prototype. Expected Contract Length 3 months +6 months(optional) Latest start date Monday 17 January 2022 Budget Range Stage 1 £75,000- £140,00 Stage 2 (optional) £150,000- £280,00 Why the Work is Being Done TPR are moving into the next phase of its strategic roadmap, evolving the services and solutions that support AE. Since the original architecture and solutions were established, over the last 10 years, there has been significant change in how the AE services are delivered. This includes the recent transition of outsourced services and supporting technology into TPR. Our next step is consolidating and rationalising AE data stores and reporting capabilities onto the TPR strategic solutioned (called Data Platform). Problem to Be Solved TPR has a new strategic Data Platform* that we are looking to extend into AE. We require a supplier to support the following deliverables in Stage 1 and Stage 2(Optional) : Capture requirements on how the business require to leverage data and information (inc. reports, MI/dashboards, etc.) Design new physical data models to support AE’s data reporting and analysis requirements Align the AE data model with other models within TPR Create a single version of the truth Implement real-time reporting and analytics Prototype a selection of reports and dashboards that will demonstrate the capability Ensure data is held in a structure that meets business needs and is optimised for MI and report writing Maintain business data integrity Optimise database design and storage to maximise efficiency Models take into account storage costs and data retention policies Create pipelines/transformation to structure data as required Provide models/schemas to support self-service reporting Meet security requirements, including at data level * The Data Platform uses the following technologies: • Azure Data Lake • Azure Databricks • Azure Synapse Analytics • Azure SQL Server • Azure CosmosDB • Microsoft PowerBI • Azure Functions Who Are the Users Reporting and MI capabilities are an enabler of the AE service. This is used by all UK employers, for declaration of their duties, and TPR staff who manage and support the AE service. MI is widely used throughout TPR AE and broadly comprises these user bases: 1. Users who receive MI to inform decision making 2. Users who need to self-serve their own reports with some capability to manipulate and interrogate data 3. Power users who need to manipulate and interrogate data at a granular level Work Already Done The scoping and high-level definition of the data architecture has started, and we anticipate that we will have a high-level entity model for future architecture available by the time this work starts. TPR has recently implemented a new Data Platform for the organisation and built several use cases outside of AE to demonstrate the functionality. We assume this will be the vehicle for delivery and implementation of the AE MI improvements. Existing Team TPR has business and technical teams that will contribute to this work and will need to inherit and maintain following implementation. If there are any face-to-face meetings or in-house workshop facilitation, it is likely to happen at this address. Facilitation of the workshops is also likely to be remote. Occasional face to face meeting might be required at Brighton subject to agreement and circumstances. Security Clearance DBS level clearance will be required for all personnel before commencement of the contract and the TPR reserves the right to require SC level depending on the nature work during the term of the engagement. Can you please confirm whether Q5 is one question or is meant to be two separate questions?:“have the necessary skills and experience in creating business data models from the Dynamics 365 Customer Service Dataversehave the necessary skills and experience in data standards” The last part of the question is typing mistake. Please ignore the "have the necessary skills and experience in data standards" part. Thank you for pointing it out. 2. Can you confirm if shortlisted suppliers will have the opportunity to present? We are not planning for presentation session(s). The evaluation will be based on the written proposal. 3. Has any external supplier been involved in the initial scoping work? If so, who? No, the scoping was done by TPR IT. A similar work is in progress with SSRA but not for AE. 4. Who from your team will be scoring applications for this opportunity and what positions do they hold? The question is not relevant for 1st round of evaluation. TPR IT and Commercial will nominate a team for evaluation. In case you have confidentiality concerns the case study is aimed to evaluate competence and sensitive customer data should not be provided. 5. Can you please provide an anticipated timeline for this procurement that includes dates for: 1) Shortlisting Notification for Stage 2 2) Submission Deadline for Stage 2 3) Presentation 4) Evaluation period 5) Award Notification Please note that the holiday season and internal resources will influence the dates below, therefore the information below is guidance only. Actual dates will be published after each phase is completed. Publication of the 2nd round to shortlisted suppliers - 20th December. Submission deadline - 5th January. Target date for supplier to start work - 17th January. We are still working on support to provide as much time for Q&A as possible. 6. Can you please advise if one supplier could be awarded all opportunities? Keen to understand why the opps were split into smaller separate opportunities There is no restriction preventing the award of all the opportunities to one supplier. However in case of the "Assurance" element, that would have to be provided by a ring fenced team. If necessary this will be covered in the contracting phase. Several factors were taken into account when the 4 opportunities were published. A good example would be the exact details of the work to be completed in Stage 2 after April 2022. 7. Q3 & Q4 are quite similar in that it only calls out “i.e. T-SQL, Gremlin, etc.” in Q4, can you advise if the same answer is acceptable or should we disregard Q3 here? These are two separate questions. Q3 is looking for skills/experience on the platforms i.e. Azure Synapse Analytics, Data Bricks, SQL Server etc. and Q4 is asking about the skills/experience in the languages they use e.g. TSQL, Gremlin3. have the necessary skills and experience in the technologies used by the TPR Data Platform4. have the necessary skills and experience in the languages used by the TPR Data Platform i.e. T-SQL, Gremlin, etc. 8. Will you have to demonstrate tech alignment in the case study examples e.g. T-SQL? Yes. We want to see case studies that have included the platforms and languages listed as required.Please note that for the 1st round due to the format restriction only limited information can be provided. More details can be provided in the second round of evaluation. 9. Do you have experience in all the necessary languages used by the TPR Data Platform i.e. T-SQL, Gremlin, etc.? We do have some in-house expertise with the languages listed and we are looking for a supplier that can complement our own resources.
