Summary of the work Advise and work with TPR AE IT team to create a new, Azure hosted, data integration framework that will underpin TPRs strategy of delivering data driven services and solutions. The output will be a design and proof of concept implementation, that will demonstrate a specific business use case. Expected Contract Length 3 months +6 months(optional) Latest start date Monday 17 January 2022 Budget Range Stage 1 £75,000- £140,00 Stage 2 (optional) £150,000- £280,00 Why the Work is Being Done TPR are moving into the next phase of its strategic roadmap, evolving the services and solutions that support AE. Since the original architecture and solutions were established, over the last 10 years, there has been significant change in how the AE services are delivered. This includes the recent transition of outsourced services and supporting technology into TPR. Our next step is to rationalise and transform the existing architecture, including creating a set of shared capabilities to support business delivery. A key component is data integration, covering data sourcing and processing, and the generation of business events to be consumed by other application components. Problem to Be Solved We require an integration framework that will deliver and support: • capture of data from internal and external parties (files, messages, etc.) • data transformation and enrichment, including mapping and matching • maintain data quality, implementing technical and business validation rules • event publication and subscription (Event Sourcing pattern) • an event repository • an event/service bus capability • traceability/audit of change in state • exception notification and management • meet data security and policy requirements, including retention • low maintenance and cost of ownership The TPR AE IT team wish to partner with a specialist supplier in delivering the framework and completing a proof of concept for a specific business use case. The engagement would cover the following in Stage 1 and similar in Stage 2(Optional): • Capturing functional and non-functional requirements the framework must support • Identify technical patterns that will define the solution (DDD, Event Sourcing, CQRS, etc.) • Implementing and configuring technologies that will deliver the framework (Azure Data Factory, Service Bus, etc.) • Assist in creating standards, base classes and packages for implementation inc. security, logging, etc. • Supporting creation of a proof of concept • Documentation and training where required Who Are the Users TPR AE IT team will be the users and use the framework for new project delivery Work Already Done The scoping and high-level definition of the data architecture has started. Azure Service Bus, Event Hub, etc. • have the necessary skills and experience in interfacing with the Dynamics 365 Customer Engagement Api • have the necessary skills and experience in documenting design and implementation • have the necessary skills and experience in working within an agile methodology • have the necessary skills and experience in Azure DevOps inc. for automated testing and deployment • have the necessary skills and experience in training a technical team • have the necessary skills and experience of innovation and strategic thinking • have the necessary skills and experience in working as part of wider client team • have the necessary skills and experience in identifying improvement opportunities Work Location See below regarding remote working. If there are any face-to-face meetings or in-house workshop facilitation, it is likely to happen at this address: The Pensions Regulator Napier House Trafalgar Place Brighton BN1 4DW Working Arrangments We will work remotely with the team during developing. Facilitation of the workshops is also likely to be remote. Occasional face to face meeting might be required at Brighton subject to agreement and circumstances. Security Clearance DBS level clearance will be required for all personnel before commencement of the contract and the TPR reserves the right to require SC level depending on the nature work during the term of the engagement. Please could you explain why you have decided to split the data work into 4 separate competitions rather than one larger outcome procurement as they do have interdependencies? No restriction exist on applying for all elements of this complex work. Several factors influenced the decisions for this approach and I can offer only limited examples. One, where a supplier would be providing assurance on their own work. Second, the exact details of Stage 2 will be available in April 2022. I have to point out that this question does not appear to be relevant for the 1st round of the shorlisting exercise but is welcome in the second phase. 2. Who from your team will be scoring applications for this opportunity and what positions do they hold? The question is not relevant for the 1st round of the evaluation. TPR IT and Commercial will nominate a team for evaluation. In case you have confidentiality concerns the case study is aimed to evaluate competence and sensitive customer data should not be provided. 3. Can you confirm if shortlisted suppliers will have the opportunity to present? We are not planning for presentation session(s). The evaluation will be based on the written proposal. 4. Can you please provide an anticipated timeline for this procurement that includes dates for: 1) Shortlisting Notification for Stage 2 2) Submission Deadline for Stage 2 3) Presentation 4) Evaluation period 5) Award Notification Please note that the holiday season and internal resources will influence the dates below, therefore they are guidance only. Actual dates will be published after each phase is completed. Publication of 2nd round to shortlisted suppliers- 20th December. Submission deadline - 5th January. Target date for supplier to start work - 17th January. We are still working on support to provide as much time for Q&A as possible. 5. Has any external supplier been involved in the initial scoping work? If so, who? No, the scoping was done by TPR IT. A similar work is in progress for SSRA but not for AE.
