Summary of the work Advise and work with TPR to create a data architecture for the Auto Enrolment service. This architecture will be the basis for TPRs strategy of delivering data driven services and solutions. Expected Contract Length 3 months +6 months(optional) Latest start date Monday 17 January 2022 Budget Range Stage 1 £60,000- £120,00 Stage 2 (optional) £60,000- £120,00 Why the Work is Being Done TPR are moving into the next phase of its strategic roadmap, evolving the services and solutions that support Auto Enrolment (AE). Since the original architecture and solutions were established, over the last 10 years, there has been significant change in how the AE services are delivered. This includes the recent transition of outsourced services and supporting technology into TPR. This architecture work will identify and evaluate the current state, recommend a target stand contribute to defining TPRs strategic AE delivery programme. Problem to Be Solved The supplier will be expected to work with TPR on creating the data architecture. This includes, advising on best practice (patterns, methodologies, etc.) and taking ownership for creating the documented output. The target architecture will meet a set of requirements, to be captured as part of the engagement, that will include: Supporting AE business service data requirements Enable effective MI and analytics Data governance and policies (data retention, GDPR, etc.) Enable use of the AE data asset (interfaces, etc.) Data integrity Simplification Data matching and mapping The contents of the data architecture, the output, will include: Logical data model (entity level) Data lifecycle for key entities Current state definition and assessment Non-functional requirements Applied principles and standards Target data architecture Subject to successful completion of the data architecture, the supplier could potentially be asked to contribute to subsequent activities (Stage 2), including: Revised data architecture subject to Stage 1 Defining TPRs AE application architecture Technical design of key components Supporting proof of concept work Who Are the Users The data architecture will be the foundation of the AE service. This is used by all UK employers (>1M), for declaration of their duties, and TPR staff who manage, and support, the AE service. Work Already Done The scoping and high-level definition of the data architecture will be started prior to the engagement of a supplier. Existing Team TPR has business analysts and technical architecture teams that will contribute to this work. If there are any face-to-face meetings or in-house workshop facilitation, it is likely to happen at this address. Facilitation of the workshops is also likely to be remote. Occasional face to face meeting might be required at Brighton subject to agreement and circumstances. Security Clearance DBS level clearance will be required for all personnel before commencement of the contract and the TPR reserves the right to require SC level depending on the nature work during the term of the engagement. Can you please advise if one supplier could be awarded all Auto Enrolment opportunities? Keen to understand why the opps were split into smaller separate opportunities. There is no restriction preventing the award of all the opportunities to one supplier. However in case of the "Assurance" element, that would have to be provided by a ring fenced team. If necessary this will be covered in the contracting phase. Also, there will be no joint evaluation, the supplier will have to reach the highest consolidated score in each opportunity. Several factors were taken into account when the 4 opportunities were published. A good example would be the missing exact details of the work to be completed in Stage 2 after April 2022. 2. With a proposed start date of mid Jan, we presume that shortlisting will happen before Christmas.Can you confirm that TPR will be sensitive with Stage 2 timelines allowing for COVID-19 and the Christmas break? We believe a short extension will allow all bidders to ensure they submit top quality bids. TPR is also impacted by the holiday season and availability of internal resources. The information below is guidance only. Exact dates will be published after completing each phase. Target date for publishing 2nd round - 20th December. Target date for submission of the written proposal - 5th January. 3. Has any external supplier been involved in the initial scoping work? If so, who? No, the scoping was done by TPR IT. A similar work is in progress for SSRA but not for AE. 4. Who from your team will be scoring applications for this opportunity and what positions do they hold? The question is not relevant for the 1st round of evaluation. TPR IT and Commercial will nominate a team for evaluation. In case you have confidentiality concerns the case study or past work description is to evaluate competence and sensitive customer data should not be provided. 5. Can you confirm if shortlisted suppliers will have the opportunity to present? We are not planning for presentation session(s). The evaluation will be based n the written proposal.
