Multi-Operator Framework Agreement for the provision of Telecommunications Advisory Services

Tender description

Dublin City Council proposes to establish a Multi Operator Framework Agreement for the provision of Telecommunications Advisory Services. The Contracting Authority is seeking Tenderers that can provide telecommunications expertise and support to the newly established Telecoms Unit. The period of the established Multi Operator Framework agreement will be for 4 years. For the avoidance of doubt, contracts awarded under the framework may extend beyond the framework period. The maximum such extension period will be 2 years. Contracts awarded under the framework will be at the sole discretion of Dublin City Council and will be subject to satisfactory performance, continued business needs and budget constraints. in summary, the services comprise of: • Strategy & Policy Development for the physical realm of existing assets under Dublin City Council control and the deployment of new assets to support the ambition and goals of DCC Telecoms and Smart City programs. • Expertise on organisation design, outsourcing and partner development to maximise potential of DCC assets and assist in the running of the DCC Telecoms Unit. • Planning and design of civil works infrastructure to maximise occupancy and revenues of DCC ducting assets. • Co-ordinate the Telecoms related activity of various DCC departments and stakeholders. • Undertake evaluations of Telecom business opportunities as they arise including solution design, project costing and revenue projections. • Liaise with and represent DCC in engagement with third parties including telecom operators and network providers. • Provide educational support to members of the Telecoms Unit to enhance their understanding of telecommunications architecture and technologies. • Engagement on the creation, participation and management of DCC RFI’s RFQ’s and tenders that support the deployment of telecoms services.
